Railways To Offer Vacant Seats First To Women Under ‘Ladies Quota’ Then To Senior Citizens

Keeping the interest of female passengers in mind, Indian Railways has decided to offer vacant seats first to the women whose names are on the waiting list, then to senior citizens. After this allocation, the berths that remain vacant would be offered to the senior citizens.

At present, the assigned authorities release the list of unutilized quota to the wait-listed passengers, only after the preparation of the reservation chart. These remaining seats are offered to all the passengers, irrespective of their gender.

The Railway Board released a circular on February 15 to all the commercial managers. As per the circular, the board has asked the managers to “modify the logic of utilising accommodation earmarked under the ladies quota.”

The Railway Board took this decision after noticing that all the reserved berths under the women quota remained unoccupied during night journeys. Thus, these seats were offered to general wait-list passengers. This step is taken to ease the travel of women passengers.


Highlights Of The Circular

The circular states that during the preparation of seat allocation charts, the available berths will be first given to the female passengers and then to the senior citizens.

“If there are no such passengers and the berths are left vacant, the onboard ticket checking staff shall be authorised to allow this accommodation to any other lady passenger/senior citizen,” further proposed in the circular as per the PTI report.

According to the announcement, six lower berths per coach will be reserved in sleeper class for pregnant women and female passengers above the age of 45 travelling alone since it would be difficult for such female passengers to climb up to the upper berth. Later, these seats would be offered to the senior citizens. Not only in the sleeper berth, but women passengers can also avail the services in three lower berths per AC 3-tier and AC 2-tier coach.

“These six berths will be open for woman passengers travelling alone and for groups of women passengers in a ticket (with single PNR). If the six berths are not availed till the preparation of the first chart, the berths will be released to wait-listed single woman passengers and groups of women passengers, and, the next preference would be given to senior citizens,” reads the order as per The New Indian Express.

This means that unutilized berth would be confirmed for the woman passenger who holds a ticket with RAC 6. Under women’s quota, senior citizens carrying the RAC ticket between 1 and five will get another berth. However, women passenger travelling with men cannot avail this quota.

The Express trains which are fully air-conditioned like Rajdhani and Duronto will offer four lower berths to the passengers per coach in 3-tier coaches. In case these seats are not occupied, “The onboard ticket checking staff shall be authorised to allow this accommodation to any other lady passenger/senior citizen,” the circular stated.
