UP: 12,460 Assistant Teacher Posts Lie Vacant A Year After Results Declared; Candidates Protest

On March 15, the Police lathi-charged on 2500 students while they were peacefully protesting in Lucknow. The  candidates were of Basic Training Course (BTC) who were protesting against delay in receiving their appointment letters for assistant teacher recruitment in12,460 posts.

Police detained about 30 girls and 40 boys after 6 PM in the evening, despite rules against taking women in custody between 6 PM and 6 AM. These students were then released on the same night.

CM Yogi in a meeting with the candidates on March 16, assured them of action within seven days.

The Logical Indian spoke to Anwar Ali, one of the eligible candidates, he said, “About 2500 candidates were peacefully protesting and at around 6 in the evening the police personnel started snatching our mics and started lathi-charging, injuring some of the protesting students. Due to this, the crowd dispersed and the police detained whomever they caught hold of. They took about 30 girls and 40 boys under custody and released them by 8 PM.”



The lathi-charge was uncalled for since the students did not indulge in any violence during the protest. Moreover, the female candidates were arrested after 6 PM which is against the rules.

CM Yogi assures action in 7 days

On March 16, some of the candidates started protesting before Basic Education Minister, Anupma Jaiswal’s building after which a meeting between protesting candidates and CM Yogi was organised.

One of the candidates, Vinod said, ”In the meeting with CM Yogi, we were given assurance that our appointment letters will be released soon. He told the concerned authorities to take appropriate action and make sure that we get out appointment letters in seven days.”



Vinod also added that the appointment letters were being withheld even after court orders.


Recruitment process delayed by over a year

The notification for the recruitment of 12,460 assistant teachers from 54 districts of UP, was released by the Samajwadi government on December 15, 2016. The duration given for submission of the online applications was from December 28, 2016 to January 19, 2016.

The counselling dates were also declared. For the first phase of counselling, was fixed between on March 18, 2017 and March 20, 2017 and the second round was scheduled on March 25, 2017. And as per the schedule, the candidates were to receive their appointment letters by March 31,  2017.

On March 19, 2017, Yogi Adityanath was appointed as the Chief Minister of UP. The newly appointed government, without furnishing any proper reason, withheld the recruitment process through a letter on March 23, 2017.

The candidates appealed to the Allahabad High Court which directed the government to complete the recruitment within two months. The government then filed a special appeal in a double bench on December 5, 2017, against HC ruling.

Even the eligibility criteria were changed midway in the recruitment process, however, the Supreme Court said that the rules cannot be changed midway.

The process which should ideally not take more than two months has been stretched by more than an year now. Anwar says, “The recruitment process has been going on for more than a year now. It puts our careers at stake. We have been given assurance by CM Yogi that we will receive our appointment letters in seven days. All our hopes are riding on that now.

Such delay and laxity shown by the government in the recruitment process which affects careers of so many candidates is very appalling. Also lathi-charging and arresting students without any provocation is absolutely unacceptable. We hope that CM Yogi sticks to his promise and the candidates are provided relief at the earliest.
