The ED alleges that approximately ₹20 crore in proceeds from the illegal coal trade were routed to I-PAC via hawala channels. This high-profile arrest, occurring just ten days before the first phase of the West Bengal Assembly elections, has sparked a political firestorm, with the Trinamool Congress (TMC) accusing the Centre of using federal agencies to sabotage their campaign.

Allegations of “Hawala” Money and Strategic Interference

The ED’s case centers on the claim that funds generated from illegal coal mining at Eastern Coalfields Limited (ECL) mines were “layered” through shell companies and hawala operators before reaching I-PAC. “Custodial interrogation is necessary to unearth the full extent of the money trail and the end-use of these diverted funds,” an ED official stated after Chandel was remanded to 10-day custody.

The agency had previously conducted searches on April 2 at multiple locations, including Chandel’s Delhi residence and premises linked to other directors in Bengaluru and Mumbai. The investigation also touches upon past payments involving Vijay Nair, a former AAP communications in-charge, further complicating the web of alleged financial irregularities.

From 2020 Racket to 2026 Election Crisis

The legal saga dates back to November 2020, when the CBI first registered an FIR against a syndicate accused of stealing coal from the Kunustoria and Kajora areas. However, the investigation took a dramatic turn in January 2026 when ED raids at I-PAC’s Kolkata office were personally interrupted by Chief Minister Mamata Banerjee.

The ED subsequently moved the Supreme Court, alleging that the CM “obstructed” justice by forcibly taking away digital devices and documents. For I-PAC, which has been the strategic backbone of the TMC since 2021, the timing of this arrest is critical. With West Bengal set to vote in two phases on April 23 and April 29, the detention of a top strategist threatens to disrupt the ruling party’s ground-level coordination and digital messaging.
