Central to his allegation is the use of a Brazilian model’s photograph, taken by photographer Matheus Ferrero, which appears 22 times under different fake voter identities on the Haryana electoral rolls.

Gandhi claims these 25.41 lakh fake votes, including duplicates and invalid entries, were part of a centralised operation that “stole” the election from Congress despite exit polls predicting their victory. Both the ECI and BJP have refuted the claims, questioning Congress’s inaction during electoral roll revisions and labelling the charges politically motivated.​

Rahul Gandhi revealed that roughly one in eight voters in Haryana, 25.41 lakh entries, were fake, including over 5 lakh duplicate voter IDs and more than 93,000 with invalid addresses among an electorate of 2 crore. He pointed out discrepancies between exit polls, which predicted a Congress landslide, and postal votes counted, which diverged heavily in favour of BJP, suggesting manipulation.

A striking example was the repeated use of a Brazilian model’s photo on voter IDs across 10 different polling booths under various names such as Seema, Sweety, Saraswati, Rasmi, and Vimla. Gandhi asserted this was not a local booth-level anomaly but a centralised rigging effort.

Additional claims included cases of individuals with voter IDs allowing 14 and even 223 votes in single or multiple polling areas, exposing systemic exploitation. Gandhi termed this “Operation Sarkar Chori” and vowed to seek legal redress in the Supreme Court.

Context, Official Responses, and Political Reactions

The Election Commission emphasised that the Congress party filed zero objections or appeals during the electoral roll revision and questioned why Congress’s booth agents did not flag any irregularities at the ground level.

ECI sources challenged Rahul Gandhi’s assertion, asking how he knew the fake votes favoured BJP, and described the allegations as unsubstantiated. Furthermore, only 22 election petitions currently pending in the High Courts were noted as normal for a statewide poll. BJP leaders dismissed the allegations, terming them political gimmicks intended to distract from Congress’s poor electoral performance.

They also criticised the use of a Brazilian model’s photo as emblematic of frivolous claims against the BJP rule, and brought out the previous claim of congress where they used a woman’s photo similarly and the woman later herself denied the claim. Despite denials, the episode reignites discussion on electoral transparency and voter roll integrity.​
