In the last 24 hours, two men who were riding without a helmet and not carrying important documents were fined Rs 23,000 and 24,000 in Gurugram.
One of them is a Delhi man, identified as Dinesh Madan, and was issued a challan by the Gurugram police on Monday, September 2, for not carrying the documents including his driving licence (Rs 5,000), registration certificate of the motorcycle (Rs 5,000), insurance (Rs 2,000), and the pollution certificate (Rs 10,000). For not wearing a helmet, he was fined Rs 1,000.
“My scooter’s market value is just Rs 15,000. The penalty is more than that,” The Times Of India quoted Madan as saying.
These hefty fines had to be paid under the amended Motor Vehicles Act that came into effect from Sunday, September 1.
Before the amended Act came into effect, the same offence would have resulted in Madan having to pay only about Rs 2,700.
Another man has been identified as Amit, a resident of Gurugram’s Jacumpura, who was going towards Rajiv Chowk on his scooter, accompanied by a friend. He was charged Rs 24,000 for the same violations. with an added amount of Rs 1,000 offence of pillion rider not wearing a helmet.
Both the men’s motorcycles were impounded.
This significant hike in penalties has evoked a mixed response from citizens.
Hefty Fines Under The Amended Act
Several amendments have been made to the Motor Vehicles Act by the Union government, including, if a juvenile is responsible for traffic offences, the guardian or owner of the vehicle will be held guilty under the new rule. The guardian may have to face three-year imprisonment or pay a fine of Rs 25,000. The registration of the concerned vehicle will be cancelled and the juvenile will be tried under the Juvenile Justice Act.
