The newly elected BJP government in West Bengal has announced that three major welfare promises the rollout of Ayushman Bharat, the launch of the Annapurna Bhandar scheme, and free travel for women in state-run buses will come into effect from 1 June 2026.
The announcements follow commitments made by Union Home Minister Amit Shah during the Assembly election campaign, where the BJP positioned women-centric welfare and healthcare access at the centre of its outreach strategy.
Chief Minister Suvendu Adhikari has said that while the government is preparing operational guidelines and implementation procedures, the schemes have already received in-principle approval.
The state government has also assured residents that no existing welfare schemes introduced by the previous administration will be discontinued, amid concerns over the future of programmes such as Lakshmir Bhandar and Swasthya Sathi.
The announcements mark one of the BJP government’s first major policy moves after coming to power in the state and are being viewed as a significant attempt to consolidate support among women, low-income households, and beneficiaries of social welfare programmes.
Women Welfare Push Intensifies
The BJP’s proposed Annapurna Bhandar scheme has emerged as one of the most discussed welfare announcements in the state’s post-election political landscape. Under the scheme, eligible women are expected to receive ₹3,000 per month through Direct Benefit Transfer (DBT), a substantial increase compared to the ₹1,500 currently provided under the Trinamool Congress (TMC)’s Lakshmir Bhandar scheme.
During the election campaign, BJP leaders repeatedly described the proposal as a measure aimed at improving household financial stability and increasing women’s economic participation. According to government officials, the scheme is expected to benefit women from economically vulnerable families, although detailed eligibility criteria are yet to be formally released.
Alongside financial support, the BJP government has announced free travel for women in state-run buses from 1 June. The move is expected to benefit lakhs of women commuters across urban and rural parts of West Bengal, including students, domestic workers, office-goers, and small traders who rely heavily on public transport.
State Women and Child Development Minister Agnimitra Paul reportedly said that transport authorities are considering the introduction of “pink tickets” to streamline ticketing and identification processes for women passengers availing the free travel facility.
Officials have indicated that transport departments and state-run bus services are currently working on operational mechanisms to ensure smooth implementation without disrupting regular services.
The announcements have generated mixed reactions among political observers and citizens. Supporters of the government have welcomed the measures as a significant step towards improving women’s mobility and financial independence, particularly at a time when rising living costs continue to affect low-income households.
Critics, however, have raised questions regarding the long-term financial sustainability of the schemes and the government’s ability to implement them effectively across districts with varying levels of infrastructure and administrative capacity. Despite these concerns, the BJP leadership has maintained that the welfare measures are financially planned and will be rolled out in phases where necessary.
Ayushman Bharat Policy Shift
Another major development announced by the state government is the implementation of Ayushman Bharat in West Bengal from 1 June. The rollout is particularly significant because the previous TMC government had opted out of the Centre’s flagship health insurance scheme, choosing instead to run the state-backed Swasthya Sathi programme.
With the BJP government now signalling alignment with central welfare initiatives, hospitals and healthcare institutions across the state have reportedly begun preparations to integrate with the Ayushman Bharat system.
Ayushman Bharat provides health insurance coverage of up to ₹5 lakh per family annually for secondary and tertiary healthcare services. Government officials have said the scheme is expected to benefit economically weaker sections by reducing out-of-pocket medical expenses and increasing access to treatment in empanelled public and private hospitals. Reports suggest that hospital administrators have already started registration and technical integration processes to prepare for implementation before the June deadline.
Prime Minister Narendra Modi welcomed the development and stated that the Centre would support the seamless rollout of healthcare and welfare schemes in the state. BJP leaders have argued that implementing Ayushman Bharat in West Bengal would strengthen healthcare access and ensure that residents receive benefits available in several other states.
At the same time, the state government has attempted to reassure existing beneficiaries that Swasthya Sathi and other welfare initiatives would not be abruptly withdrawn. Chief Minister Suvendu Adhikari reportedly clarified that the government intends to expand welfare coverage rather than dismantle ongoing schemes that citizens have come to depend upon.
Political analysts believe the dual emphasis on continuing state welfare programmes while introducing centrally backed initiatives reflects the BJP’s effort to avoid alienating beneficiaries who supported previous schemes.
In West Bengal, welfare politics has increasingly become a decisive factor in electoral mobilisation, especially among women voters and economically vulnerable communities. The BJP’s strategy appears aimed at combining continuity with expansion in order to strengthen public trust during its initial months in office.

Welfare measures that prioritise healthcare access, affordable mobility, and women’s financial empowerment can contribute meaningfully towards a more equitable society. For many families, especially those facing economic uncertainty, such initiatives can reduce everyday burdens and improve access to essential services. Free public transport for women may enhance safety, mobility, and employment opportunities, while direct cash support can provide greater financial agency within households.
However, beyond political promises and electoral narratives, the long-term impact of welfare schemes depends on transparent implementation, efficient delivery systems, and sustained accountability. Citizens deserve clarity on eligibility, accessibility, funding, grievance redressal mechanisms, and safeguards against exclusion. Welfare programmes should not become instruments of political rivalry alone but should evolve into stable public support systems that survive beyond changing governments and election cycles.
