People of Purpose: Meet Vinod Kumar Pandey, From Rozgar Dhaba to AI-Powered Governance

An Indian Administrative Fellow helped establish India's first AI Support Cell, enabling officials to save time and strengthen public service delivery.

A simple question about time became the starting point for a new approach to public service. When Vinod Kumar Pandey joined the Rural Development Department (RDD), Government of Jharkhand, as an Indian Administrative Fellow (IAF) with The/Nudge Institute in February 2025, he was not thinking about Artificial Intelligence.

He was thinking about how government officials could spend less time on repetitive paperwork and more time serving people. That idea eventually led to the creation of what is believed to be India’s first AI Support Cell within a government department and a broader vision to make AI a practical support system for governance.

Looking Beyond Technology

Every day, government officials handle countless administrative responsibilities that often remain invisible to the public. Preparing reports, drafting letters, consolidating spreadsheets, translating documents, writing meeting minutes, responding to emails, and updating dashboards are all necessary tasks. However, they also consume valuable time that could otherwise be spent solving problems on the ground.

While speaking to The Logical Indian, Pandey reflected on the question that guided his work from the very beginning.

“Could we give government officials back the hours they spend on repetitive work so they could focus more on people?”

That simple thought shaped the direction of his fellowship.

Understanding the Challenge

The Rural Development Department is one of Jharkhand’s largest public institutions, implementing programmes that directly impact millions of rural households. Its work spans housing, wage employment, women’s livelihoods, self-help groups, watershed development, and social protection.

Every programme generates large volumes of data, documentation, and reporting. During his first few months, Pandey travelled across districts and interacted with officials at every level, including computer operators, MIS personnel, Block Development Officers, district teams, programme managers, and senior bureaucrats.

Despite their different roles, they shared a common concern.

“We spend too much time preparing reports.”

Officials often worked late into the evening consolidating district data, formatting presentations, translating documents, drafting communications, and manually compiling information from multiple sources. According to Pandey, the issue was not a lack of commitment but limited capacity.

Introducing AI as an Assistant

By 2025, Artificial Intelligence had become increasingly accessible across industries. While businesses were embracing AI to improve productivity, government departments remained cautious. Officials questioned whether AI would replace their work, whether it was suitable for government use, and whether it could be trusted.

Instead of focusing on the technology itself, Pandey framed the conversation differently.

“What if AI could save every officer just one or two hours every day?”

That shift helped officials see AI not as a replacement for people but as an assistant that could support their daily work.

A Workshop That Changed Perspectives

The first AI awareness workshop brought together participants from across the department, ranging from computer operators to the Secretary of the Rural Development Department.

Rather than discussing complex technical concepts, the workshop focused on practical government tasks. Officials learned how AI could help draft official letters, summarise lengthy reports, translate documents between Hindi and English, analyse Excel data, prepare meeting minutes, create PowerPoint presentations, generate dashboards, and improve report quality.

For many participants, it was their first experience using generative AI. As they explored these applications, initial skepticism gave way to curiosity.

One officer remarked,

“This could save us several hours every week.”

From an Idea to an Institution

The positive response to the workshop raised an important possibility. Instead of limiting AI support to occasional training sessions, could there be a permanent institutional mechanism to help officials adopt AI responsibly?

With the encouragement of the department’s leadership, the Rural Development Department established what is believed to be India’s first AI Support Cell within a government department in October 2025.

Its purpose was not simply to launch another technology initiative. The AI Support Cell was created to build awareness, train government officials, develop practical AI use cases, promote ethical and responsible AI, and help departments integrate AI into everyday work.

Building the Vision for GraminAI

As officials became more comfortable using AI, another need became clear. General AI tools were useful, but government work required contextual understanding.

Officials regularly searched for government circulars, scheme guidelines, standard operating procedures, financial rules, reporting formats, and administrative orders.

This inspired the vision for GraminAI, an AI-powered assistant designed specifically for rural governance. Rather than replacing officials, GraminAI aims to function as an institutional knowledge partner that helps users access information faster, prepare documents more efficiently, and make better-informed decisions.

Investing in People Before Technology

In conversation with The Logical Indian, Pandey emphasised that successful technology adoption begins with people rather than software.

More than 400 government officials across the Rural Development Department and associated institutions have participated in AI training programmes. Dedicated modules were created for senior officers, programme managers, district teams, and technical staff, focusing on practical applications instead of technical theory.

The AI Support Cell has also introduced workshops on responsible AI, prompt writing, data analysis, report generation, and AI-assisted documentation. Tasks that previously took hours, including drafting reports, preparing presentations, and summarising policy documents, can now often be completed much faster, allowing officials to devote more time to programme implementation and citizen engagement.

A Different Way to Think About Governance

Reflecting on the journey, Pandey believes the biggest lesson extends beyond technology itself. According to him, innovation in government depends on changing mindsets rather than simply introducing new tools.

He believes government officials are not resistant to innovation. They need solutions that are practical, trustworthy, and relevant to their everyday responsibilities. When AI helps officers complete routine documentation more efficiently, it creates more time for field visits, problem-solving, and engaging with communities.

Looking Ahead

As India continues investing in digital public infrastructure, Pandey sees the next step as empowering public servants with intelligent tools that improve how government functions.

For him, the vision behind GraminAI is not about creating smarter machines. It is about building smarter public institutions.

If AI can reduce administrative burden, strengthen evidence-based decision-making, and support faster delivery of welfare programmes, its most meaningful impact may lie in something much simpler.

Giving government officials more time to do what they joined public service to do, serve people.

The Logical Indian’s Perspective

At its core, this story is not about Artificial Intelligence. It is about reimagining how technology can strengthen public institutions by supporting the people who run them. By focusing on capacity building before technology, encouraging responsible AI adoption, and creating systems that help officials work more efficiently, Vinod Kumar Pandey’s initiative offers an example of purpose-driven innovation in governance.

If solutions like these continue to evolve with transparency, responsibility, and a people-first approach, they have the potential to improve not only administrative efficiency but also the everyday delivery of public services. Sometimes, meaningful change begins not with a complex technological breakthrough, but with a simple idea that gives people more time to serve other people.
