Following a ruling from the Supreme Court of India over two years ago, Meghalaya has begun the legalized process of coal mining. The latest incident in which five miners were trapped in a rat-hole mine in the East Jaintia Hills area shows that the state still has a long way to go before it can put a stop to illegal coal mining.
