In a horrifying incident in Balrampur, Uttar Pradesh, a 21-year-old woman with hearing and speech disabilities was allegedly gang-raped on August 11, 2025, while returning home from her maternal uncle’s house. CCTV footage captured the victim running for help as two men on a motorcycle pursued her.

The accused, identified as Ankur Verma (21) and Harshit Pandey (22), were arrested within 27 hours following a police encounter during which they sustained injuries. Both have confessed to the crime.

The victim was found unconscious in a field just 20 meters from the Bahadurpur police post and is now physically stable but emotionally traumatised. Authorities have promised a thorough investigation and strict action, while public outrage calls for justice and enhanced safety for vulnerable groups.

Chilling Details of the Assault and Swift Police Response

The victim was walking back home, a short distance from her uncle’s place, when the accused forced her onto their bike and took her to a secluded spot where the assault occurred. CCTV cameras near the Superintendent of Police’s residence recorded her fleeing in panic with the accused in pursuit.

Despite her disabilities, the woman’s desperate attempt to escape was pivotal in leading police to the culprits. Following a family search after the woman’s delayed return, she was found unconscious near the police outpost in disarray. She was immediately hospitalised and later confirmed stable by doctors.

Balrampur Superintendent of Police Vikash Kumar confirmed the arrests and said both accused admitted their crime at the scene. One suspect was shot in the leg during the arrest, and the other injured himself trying to escape by jumping from a height.

Police seized a country-made pistol, cartridges, and the motorcycle used in the crime. Special teams are investigating potential accomplices. The case has been registered under the Bharatiya Nyaya Sanhita sections relating to gang rape.

Security Lapses in a Supposedly Safe Zone

This brutal assault occurred in a sensitive area, close to the residences of key district officials, including the District Magistrate, Superintendent of Police, and judges. Shockingly, many CCTV cameras in the vicinity were not functioning during the crime-raising serious questions about surveillance and safety infrastructure. The victim’s family and civil society voices have condemned local law enforcement for negligence and demanded accountability and urgent reforms.

The incident exposes the vulnerabilities faced by disabled persons and the general public even in zones expected to be secure. The failure of protective measures near a police post has fuelled widespread discontent and calls for systemic improvements to prevent such heinous crimes. Authorities continue to review all evidence and voices strong commitment to justice and swift punishment.
