Simultaneously, prominent infrastructure developers like Horizon (backed by Blackstone), Embassy, Prestige, and Raheja Mindspace REIT committed to constructing private industrial and business parks across UP’s primary economic zones. This proactive corporate response indicates rising market confidence in the state’s commercial viability.

The Tech and GCC Masterplan

A central theme of the dialogue was the state’s aggressive transition towards modern knowledge economies. Under the strategic Vision 2031 framework, Uttar Pradesh plans to aggressively capture a significant share of India’s expanding tech-hub landscape. The target roadmap highlights specific urban and infrastructural developments, focusing on building 40 million sq. ft. of Grade-A premium commercial office infrastructure.

Additionally, the state aims to set up 500+ new Global Capability Centres across designated technology zones while channeling its talent base of nearly 200,000 STEM graduates annually into future-ready industries. To support this human resource pipeline, the state entered a non-financial partnership with talent advisory firm TeamLease. The collaboration will design specialized training modules focused on high-demand technical sectors, including Artificial Intelligence (AI), machine learning, cybersecurity, and cloud computing.

Nine Years of Growth and Transformation

To validate its growth pitch, the state delegation presented a comparative analysis of Uttar Pradesh’s operational and industrial capacities over the past nine years. The data highlighted a steady transition away from logistical deficiencies toward structured multi-modal connectivity. Over the last nine years, the number of large industrial units grew remarkably from around 14,000 to over 33,000 operational units. Concurrently, the state’s agricultural growth rate witnessed an increase from 8 per cent to 18 per cent.

On the aviation front, the state moved from limited regional flight options to robust global connectivity, highlighted by commercial operations becoming active at the Noida International Airport in Jewar on June 15, 2026, alongside five additional airports underway. The physical backbone of this growth also includes thousands of kilometers of newly constructed expressways, operational metro networks spanning seven major cities, the Delhi-Meerut Rapid Rail, the Eastern and Western Dedicated Freight Corridors, and the Inland Waterway-1 on the Ganga river.

Policy Stability and the New Land Bank Systems

The administrative delegation emphasized that physical infrastructure is supported by deep-seated institutional reforms designed to simplify business setups. Uttar Pradesh currently maintains a 75,000-acre industrial land bank spread across key geographical nodes, including the newly formed Bundelkhand Industrial Development Authority (BIDA).

To ensure transparency and operational clarity, the state operates through 36 sector-specific policies catering to diverse industries from electronics manufacturing to green logistics. This regulatory stability has successfully attracted varied foreign direct investments (FDI), including dairy processing projects by Ace International Ltd, brewing units by AB InBev, and advanced manufacturing setups by Syrma and Kaynes.
