Union Cabinet Approves ₹11,718 Crore for India’s First Digital 2027 Census with Caste Enumeration, No NPR

The Union Cabinet approved a substantial ₹11,718.24 crore on December 12, 2025, for conducting the Census of India 2027, heralding the nation’s first fully digital census and the first comprehensive caste enumeration since independence.

This marks a significant shift from the 2019 approval under Prime Minister Narendra Modi, which included ₹3,941.35 crore specifically for updating the National Population Register (NPR) alongside ₹8,754.23 crore for the Census of India 2021 delayed indefinitely by the COVID-19 pandemic.

The 2027 exercise, the 16th overall census and eighth since independence, addresses the critical need for updated demographic data after a six-year gap, with no mention of separate NPR funding this time.

It will unfold in two distinct phases: the houselisting and housing census from April to September 2026, followed by population enumeration starting March 1, 2027 (adjusted to October 1, 2026, for snow-bound regions including Ladakh, parts of Jammu & Kashmir, Himachal Pradesh, and Uttarakhand).

Approximately 30 lakh field functionaries primarily government school teachers appointed by state administrations will canvass every household using dedicated Android and iOS mobile applications, feeding data into the real-time Census Management and Monitoring System (CMMS).

This massive operation, dubbed the “largest administrative and statistical exercise in the world” by the government, also promises to generate around 1.02 crore man-days of employment through the deployment of 18,600 technical personnel over 550 days at local levels.

Digital Transformations and Job Creation Surge

At the heart of Census 2027 lies a suite of cutting-edge digital innovations designed to revolutionise data collection and dissemination. The introduction of “Census-as-a-Service (CaaS)” will provide ministries with “clean, machine-readable and actionable” data in a “user-friendly way,” enabling policymakers to access insights “on the click of a button,” as outlined in the official government statement.

Key tools include the Houselisting Block Creator web map application for charge officers, options for public self-enumeration (recently pre-tested from November 1-7, 2025, with field trials November 10-30), and stringent security protocols to safeguard the mammoth digital operation.

Enumerators will handle separate questionnaires for houselisting/housing details and population enumeration, visiting homes in addition to their regular duties and receiving suitable honorariums.

Information and Broadcasting Minister Ashwini Vaishnaw highlighted the scale, noting the engagement of 30 lakh functionaries including supervisors, master trainers, charge officers, and district census officers for seamless monitoring.

Beyond efficiency, the census builds long-term capacity: technical roles in digital data handling, monitoring, and coordination will enhance employability for participants, particularly in rural and local administrations.

Provisional results are slated for release within 10 days of enumeration, with full data in six months far quicker than past cycles supported by customised visualisation tools for broader accessibility.

Historical Context: NPR Distinctions and 2021 Setbacks

The path to Census 2027 is paved with lessons from recent history, notably the aborted 2021 census disrupted by the pandemic, leaving India without fresh population benchmarks for policy planning.

The NPR, first compiled in 2010 and updated in 2015 with data on 119 crore residents, operates on a family-wise basis and can be shared with state governments and agencies contrasting sharply with census data, which the Census Act, 1948, and Census Rules, 1990, restrict to aggregate village-level releases for privacy.

This legal firewall prohibits individual-level sharing, a point of contention in past debates linking NPR to citizenship registers. A June 16, 2025, gazette notification formalised the census timeline, building on questionnaire testing since 2019.

New indicators expand beyond traditional counts: 28 demographic variables now include caste status for all citizens (last fully enumerated in 1931 under British rule), reasons for climate-induced migration, access to internet and smartphones, and expanded options for transgender individuals.

Recent pre-tests validated self-enumeration portals, ensuring robustness ahead of the 2026-2027 rollout. By omitting NPR updates, the 2027 focus streamlines the process, potentially alleviating public apprehensions while prioritising comprehensive, inclusive data capture under enumerator oversight all government officials to maintain integrity.
