This directive, issued on May 27, 2025, by the State Department and signed by Secretary of State Marco Rubio, affects applicants seeking F, M, and J category visas. The pause aims to facilitate the implementation of expanded social media screening protocols for all visa applicants, a measure officials say is critical for national security.

While those with existing appointments can proceed, the freeze on new interviews has sparked widespread concern among students, universities, and advocacy groups who warn of delays, disrupted academic plans, and potential damage to the U.S. higher education system, which heavily depends on international enrolment.

State Department spokesperson Tammy Bruce emphasised the administration’s commitment to “ensuring the safety and security of the American people” by preventing entry of individuals who might pose a threat. She stated, “We are expanding our vetting processes to include comprehensive social media reviews, which will help identify potential risks before visas are issued.”

However, critics argue that the lack of transparency around the criteria for social media screening risks arbitrary decisions and could disproportionately affect students from certain countries or backgrounds. Prospective students have expressed anxiety about the indefinite delays, fearing they may miss critical academic deadlines or lose scholarships.
