TVK District Secretary Mathiyalagan Arrested in Karur Stampede Case; FIRs Filed Against Two Other Leaders for Culpable Homicide

A deadly stampede at Tamilaga Vettri Kazhagam’s Karur rally has claimed 41 lives, sparking arrest and investigation amid allegations of crowd mismanagement and event delays.

On September 27, 2025, a tragic stampede at a political rally in Velusamypuram, Karur district, Tamil Nadu, organised by actor-politician Vijay’s Tamilaga Vettri Kazhagam (TVK), claimed 41 lives and injured over 60. The rally drew an estimated 25,000 attendees, far exceeding the permitted 10,000 volunteers. The district secretary of TVK, V P Mathiyalagan, was arrested along with charges filed against state general secretary Bussy Anand and deputy general secretary Nirmal Kumar.

The authorities cite these leaders for culpable homicide, attempted culpable homicide, endangering life, disobedience to orders, and negligence in crowd management. The tragedy unfolded as Vijay arrived late, around 7 pm instead of the scheduled noon, after unsanctioned roadshows and delays that aggravated crowd restlessness and overcrowding.

Witnesses reported that supporters climbed on fragile tin sheds and trees; when these collapsed, people were crushed beneath, causing suffocation and fatalities. The police also arrested three individuals accused of spreading misinformation on social media about the incident, which escalated public panic.

Official Response and Investigation

The Tamil Nadu government responded by constituting a one-member judicial inquiry commission led by retired Madras High Court Justice Aruna Jagadeesan to investigate the circumstances leading to the stampede and provide recommendations.

Chief Minister M K Stalin expressed deep sorrow, describing the incident as “unprecedented” and assured stringent action based on the commission’s findings. The state government has disbursed a relief amount of Rs 10 lakh to each bereaved family and is providing medical care to the injured.

Stalin urged political parties and the public to avoid spreading rumours or politicising the tragedy, affirming that no political leader desires such loss of life. The inquiry aims to address accountability, review safety protocols, and frame new regulations for political rallies and large-scale gatherings to prevent such disasters in the future.

The tragedy was compounded by several lapses including violation of permit conditions, lack of adequate crowd control, insufficient water supply, and delays in the event schedule. The police FIR details that Vijay’s campaign bus made several unplanned stops, delaying the rally’s start by nearly seven hours, during which large crowds accumulated under harsh sun without adequate facilities.

Despite the police warnings to the TVK leaders to control the swelling crowd and prevent the buildup on unsafe structures, these warnings went unheeded. The FIR names the TVK leaders as responsible for the chaos that ensued when the crowd surged forward as Vijay finally appeared.

The situation was aggravated by fans climbing tin roofs and trees, which collapsed and triggered the deadly crush. The Tamil Nadu police are continuing their investigation and forensic examinations, with multiple implicated leaders under scrutiny for criminal negligence.
