India’s School Enrollment Drops by 37 Lakh in 2023-24: A Call for Urgent Action

Recent data from the Ministry of Education reveals a significant decline in school enrollment across India for the academic year 2023-24, with a total drop of 37 lakh students compared to the previous year. This decline is particularly pronounced among female students, who saw a reduction of 16 lakh, while 21 lakh male students also left the educational system.

States like BiharUttar Pradesh, and Maharashtra have been notably affected, facing deteriorating dropout and completion rates. Stakeholders attribute this trend to various factors, including policy changeseconomic hardship, and barriers in accessing scholarships.

Alarming Decline in Enrollment Statistics 

According to the Unified District Information System for Education (UDISE+) report, total enrollment in Indian schools has fallen from 25.17 crore in 2022-23 to 24.80 crore in 2023-24, marking a stark decline of 37 lakh students. This represents an even steeper drop compared to pre-pandemic levels, with over 1 crore students lost since 2018-19.

The report highlights that both male and female student enrollments have decreased significantly, with 21 lakh boys and 16 lakh girls no longer attending school. A senior official from the Ministry noted that this decline poses a “major challenge” for the education sector and called for urgent attention to the underlying causes.

Contextual Factors Contributing to Enrollment Decline 

The drop in enrollment is not an isolated incident but part of a broader pattern observed since the onset of the COVID-19 pandemic. Many students initially transitioned from private to government schools due to financial constraints during lockdowns; however, as economic conditions have shifted, there has been a reversal in this trend. States like Bihar have experienced particularly high dropout rates, losing approximately 28.9 lakh students since 2018-19, with female enrollment being severely impacted.

Uttar Pradesh and Maharashtra also report significant declines in female student enrollment, raising concerns about access to education amid economic challenges and policy changes like the New Education Policy (NEP). Discussions on social media reflect a mix of concern for educational opportunities and critiques of government priorities.
