For almost four decades, Tetra Pak has been part of India’s food and beverage story. Its most visible contribution has been the carton – a package that has helped make safe, shelf-stable foods and beverages accessible across a country where distance, climate and cold-chain infrastructure often shape what people can consume and where.
But there is another story that begins after the carton is emptied: what happens to it next?
More than 20 years ago, long before Extended Producer Responsibility (EPR) regulations and circularity became mainstream business priorities, Tetra Pak began investing in the systems needed to collect and recycle used beverage cartons in India. This was never envisioned as a short-term or a one-off sustainability initiative.
It was a long-term commitment to building an ecosystem – supporting collection networks, working with recyclers, creating end-use markets for recycled materials, and collaborating with communities and partners across the value chain.

That distinction matters. Recycling succeeds only when every link in the chain is viable. Consumers must know how to segregate their waste; collectors must find value in collecting used cartons; aggregators and recyclers must have a dependable stream of material; and manufacturers must see demand for what recycled material can become.
Over the years, Tetra Pak has helped strengthen this ecosystem across India, working with more than 30 collection partners and 11 recycling facilities across the country.
The results of this sustained effort are becoming increasingly visible. According to the latest TERI study cited by Tetra Pak, recycling rates for used beverage cartons across 24 surveyed cities have risen to approx 64% over the years. While there is still much work to be done, the trajectory demonstrates what is possible when industry, recyclers, communities and policymakers work together over time.
This progress has unfolded in a changing market. Several carton manufacturers and brands have entered the category over the years, and India’s EPR framework has helped formalise responsibilities across producers, importers and brand owners. That is precisely how circularity is meant to work.
The collection and recycling ecosystem that Tetra Pak helped nurture over two decades now supports a broader category and a growing number of stakeholders, because a truly circular system creates value far beyond any single organisation.
The impact is most tangible when one follows a carton after use. During recycling, the whole carton can be turned into composite sheets which can be used to make furniture, seats & backrests of vehicles and much more. The paper fibre can be recovered and transformed into products such as paper, notebooks, stationery and secondary packaging.
The remaining PolyAl – a combination of polymer and aluminium – can be converted into durable applications such as furniture, paver blocks, bins, sunglass frames and changing-room structures. These are not abstract sustainability claims; they are practical examples of material being kept in use and given a meaningful second life.
Several initiatives across the country demonstrate what this circularity can look like in practice. In Haridwar and Varanasi, Tetra Pak India, Geeli Mitti Foundation and Swayambhu Innovative Solutions collaborated on a project to strengthen carton collection and recycling at high-footfall public locations.
The initiative included the installation of changing rooms made from recycled PolyAl, creating visible examples of how used cartons can be transformed into useful community assets.

Education has been another important area of focus. Across India, recycled carton materials have been used to create desks, benches, cupboards and other furniture for schools, helping improve learning environments while demonstrating the value of recycling.
The range of applications continues to grow. Across India, PolyAl is finding new uses in public infrastructure and community spaces. One notable recent example is the use of PolyAl-based paver blocks in the Shivaji Park area in Mumbai, demonstrating how traditional materials can be replaced by recycled materials successfully. These innovations help create viable end markets for recycled materials – a critical requirement for any circular economy.
Innovation is also helping make the recycling story more tangible for consumers. In Pune, Without® has created sunglass frames from PolyAl recovered from Tetra Pak cartons, demonstrating how recycled materials can be transformed into durable, design-led consumer products. Such initiatives help connect consumers to the journey of a used carton and highlight the possibilities of material recovery and reuse.
More recently, Tetra Pak has extended its focus from recycling at the end of a package’s life to increasing circularity within the package itself. In India, the company introduced carton packaging containing 5% certified recycled polymers, supporting evolving regulatory requirements while continuing to advance resource efficiency and circular design.
The human dimension remains central to this journey. The recycling ecosystem depends on waste workers, local collectors, NGOs, schools, municipalities, retailers, recyclers and consumers. Over the years, Tetra Pak has worked with a diverse network of partners across the country to strengthen livelihoods, support education, encourage waste segregation and expand collection networks.
Through these efforts, lakhs of products made from recycled carton materials have found their way into communities, and supported thousands of waste-workers along the way, quietly demonstrating how circularity can create value beyond waste management alone.
Perhaps the most important lesson is that circularity cannot be built by any one organisation acting alone – particularly in a country as vast, diverse and complex as India. Progress depends on thousands of decisions made every day by consumers, waste workers, collectors, recyclers, brands, municipalities and policymakers.
Building a recycling ecosystem is therefore not about solving a problem once; it is about strengthening the conditions that allow better outcomes to become possible over time.
For more than two decades, Tetra Pak has focused on that long-term task – helping build collection networks, supporting recycling capacity, creating end-use applications and working with partners across the value chain. Much of this work has happened quietly, often long before circularity became a mainstream business conversation.
In a time when sustainability is often measured by announcements, the more meaningful story may be one of persistence: investing before regulation, collaborating across sectors and continuing to strengthen systems that benefit the broader ecosystem. In a country like India, lasting change is rarely the result of a single intervention. It is built patiently, over years, through partnerships, shared responsibility and steady commitment.
