Former President Pratibha Devisingh Patil has officially extended her support to the Nari Shakti Vandan Adhiniyam, calling it a “transformative step” for Indian democracy. In a letter addressed to Prime Minister Narendra Modi on April 15, 2026, India’s first woman President lauded the legislation for institutionalising pathways for female leadership.
While the Bill was passed by Parliament in 2023, its implementation remains tied to the upcoming census and delimitation exercise. Patil’s endorsement comes at a crucial juncture as a Special Session of Parliament, beginning April 16, is expected to discuss further amendments to enable the 33% quota in the Lok Sabha and State Assemblies.
A Decisive Stride Toward Equality
In her correspondence, Patil described the Bill as more than just a legal provision, viewing it as a “collective resolve” to bridge historical inequities. She noted that women have consistently contributed to national development despite “formidable social and structural barriers.”
Attributing the legislation’s potential to ignite the aspirations of women in rural and marginalised communities, Patil stated:”I am confident that this progressive initiative will encourage them to pursue leadership roles and contribute meaningfully to nation-building.”
Government officials have echoed this sentiment, with Prime Minister Modi recently asserting that “any further delay will be unfortunate and a gross injustice to the women of India,” as the government moves to increase Lok Sabha seats to 850 to facilitate the quota.
The Long Road to Representation
The quest for women’s reservation in India has been a decades-long struggle, with the first version of the Bill introduced back in 1996. While the 106th Constitutional Amendment Act was finally signed into law in September 2023, its implementation was originally tied to the completion of the census post-2027, potentially delaying enforcement until 2034.
However, the current special session seeks to fast-track this by amending the law to ensure implementation by the 2029 General Elections.
This timeline has sparked fresh debate; while supporters celebrate the historic milestone, opposition leaders like Jairam Ramesh have raised concerns over the “deliberate deceit” regarding the federal balance and the impact of the proposed delimitation on southern states.
