A controversy over the quality of meals served under the PM Poshan scheme at a government primary school in Uttar Pradesh’s Sitapur district has intensified after police registered an FIR against the suspended headmaster and the dismissed school cook on charges including criminal breach of trust.
The case stems from a viral video allegedly showing children at Primary School Changapur being served burnt rotis, watery vegetable curry and an inadequate quantity of milk, triggering widespread outrage on social media and raising concerns about the implementation of one of India’s largest school nutrition programmes.
Following a preliminary inquiry, the district administration suspended headmaster Kalpana Verma, dismissed the cook, and initiated departmental proceedings against the Block Education Officer (BEO) for alleged lapses in monitoring.
The Uttar Pradesh government has since directed Block Education Officers and Block Development Officers to conduct stricter inspections, eat meals alongside students during school visits and ensure food quality standards are maintained.
While the FIR marks a significant escalation from administrative action to a criminal investigation, the allegations remain under investigation and guilt has not been established.
Officials have indicated that investigators will examine the procurement and utilisation of PM Poshan funds, adherence to prescribed nutritional standards and whether there were any financial irregularities in the preparation and distribution of meals.
Viral Video Sparks Action
The incident came to light after a video recorded at the Sitapur school spread rapidly across social media platforms, drawing sharp criticism from parents, education activists and members of the public.
The footage purportedly showed students receiving visibly burnt rotis alongside a thin vegetable curry that appeared to contain little more than water, while the quantity of milk served was alleged to be below the prescribed norm. The visuals quickly prompted the district administration to launch an inquiry into the functioning of the school and the implementation of the PM Poshan scheme.
According to officials, preliminary findings suggested serious lapses in maintaining the quality of food served to children. Acting on these findings, the administration suspended headmaster Kalpana Verma, terminated the services of the cook responsible for preparing the meals and initiated action against the Block Education Officer over alleged failures in supervision.
Police subsequently registered an FIR against the headmaster and the cook under multiple provisions, including criminal breach of trust. Investigators are expected to examine the procurement of food ingredients, utilisation of government funds, compliance with nutritional guidelines and whether there was any deliberate misuse of public resources intended for children’s welfare.
The controversy has also prompted the Uttar Pradesh government to strengthen oversight of school meal programmes across the state. Authorities have instructed Block Education Officers and Block Development Officers to carry out regular and surprise inspections, personally share meals with students during visits and submit strict reports on hygiene, food quality and nutritional standards. The move is intended to restore public confidence and ensure greater accountability in the implementation of the scheme.
PM Poshan Under Scrutiny
The Sitapur episode has once again placed the spotlight on the PM Poshan scheme, formerly known as the Mid-Day Meal Scheme, which provides cooked meals to children from Bal Vatika and Classes I to VIII in government and government-aided schools.
The programme is designed to improve child nutrition, increase school attendance and support learning outcomes, particularly among children from economically vulnerable backgrounds.
According to the Ministry of Education, meals served to primary school students should provide around 450 calories and 12 grams of protein each day, with prescribed quantities of food grains, pulses, vegetables and oil to ensure balanced nutrition.
The scheme already incorporates several monitoring mechanisms, including regular inspections and digital reporting systems to identify schools where meals are not served, ingredients are unavailable or attendance patterns indicate irregularities. However, the Sitapur incident has raised fresh questions about whether these safeguards are being effectively implemented at the grassroots level. It also joins a series of controversies involving school meal programmes in recent years.
Earlier this year, the National Human Rights Commission took suo motu cognisance after dozens of students reportedly fell ill following a mid-day meal in Bihar’s Nalanda district. Uttar Pradesh itself witnessed national outrage in 2019 when children in Mirzapur were allegedly served only rotis with salt, prompting official inquiries and renewed calls for stronger monitoring.
The latest criminal investigation reflects a shift from viewing such incidents as isolated administrative failures to examining whether public funds allocated for children’s nutrition have been misused. While the legal process will determine individual accountability, the case has reignited a broader debate on ensuring transparency, effective monitoring and dignity in welfare programmes intended for schoolchildren.
