PM RAHAT Scheme Promises Cashless Golden Hour Treatment for Road Accident Victims Across India

India's PM RAHAT Scheme offers cashless Golden Hour treatment, ensuring faster emergency care and financial support for eligible road accident victims.

Indian roads are among the busiest in the world, connecting cities, towns, and villages across vast distances. Along with mobility and economic growth comes the challenge of road accidents.

In response to this reality, the Government of India has introduced the PM-RAHAT (Prime Minister – Road Accident Victims’ Hospitalisation and Assured Treatment), an initiative designed to improve the way accident victims receive urgent medical care.

At its core, the scheme reflects a simple but powerful principle: no life should be lost due to delays in medical care or the inability to pay for it.

A Focus on the “Golden Hour”

Medical experts emphasize the importance of the “Golden Hour,” the first hour after a traumatic injury when timely treatment can significantly improve survival and recovery outcomes.

In India, a substantial number of road accident fatalities occur each year, and many of these deaths are considered preventable. Studies indicate that nearly half of such fatalities could potentially be avoided if victims receive prompt medical attention within this critical window.

The PM RAHAT Scheme addresses this challenge directly by establishing a nationwide mechanism for immediate, cashless treatment during the Golden Hour.

It is supported by the ERSS (Emergency Response Support System)-112, the integrated national emergency helpline that enables citizens to seek ambulance assistance and access information about the nearest designated hospital.

By connecting emergency responders and hospitals through a common platform, ERSS-112 helps ensure that accident victims receive timely medical attention when every minute matters.

Financial Protection and Assured Care

Under this initiative, every eligible road accident victim is entitled to cashless medical treatment of up to ₹1.5 lakh for a period of up to seven days from the date of the accident.

The scheme also specifies stabilization timelines depending on the severity of the case:

  • Non-life-threatening cases: Stabilization treatment may be provided for up to 24 hours, enabling hospitals to initiate necessary care immediately without waiting for police response.

  • Life-threatening cases: Stabilization treatment may be provided for up to 48 hours, ensuring that emergency medical intervention can begin promptly even as verification processes continue in parallel.

This structure ensures that hospitals can begin treatment immediately while allowing necessary verification through an integrated digital system involving hospitals, police authorities, and government platforms.

Key Features of the Scheme

Cashless Golden Hour Treatment

Victims receive immediate care without financial or procedural delays.

1. Nationwide Coverage

The framework seeks to provide uniform access to emergency services on any road across India, spanning both urban and rural areas in cases of road accidents, promoting equitable healthcare support.

2. Faster Hospital Response

Hospitals and emergency networks can initiate treatment immediately, streamlining coordination during critical situations.

3. Technology-Driven Framework

The scheme integrates digital platforms linking accident reporting, hospital admission, police verification, treatment administration, and claim settlement.

4. Human-Centered Approach

The scheme places life and dignity at the forefront of India’s mobility and infrastructure development.

5.Strengthened Road Safety Ecosystem

It complements ongoing efforts focused on road safety awareness, improved infrastructure, and accident reduction.

Broader National Significance

Road safety remains a significant public health concern in India. By institutionalizing assured emergency treatment, the PM RAHAT Scheme strengthens the country’s accident-response framework and introduces greater clarity in moments of uncertainty.

The initiative also ensures that hospitals are reimbursed for treatment costs through government mechanisms, enabling them to provide care without delay.

The Logical Indian Take

While prevention through safer roads and responsible driving continues to be essential, strengthening post-accident care is equally important. The PM RAHAT Scheme represents a step toward a more compassionate and responsive system, one where timely medical support is not influenced by financial circumstances.

If effectively implemented and supported by coordinated efforts among hospitals, emergency responders, and authorities, the scheme has the potential to reduce preventable fatalities and strengthen India’s road safety ecosystem.
