PM Modi Unveils Youth Schemes Worth ₹62,000 Crore, Launches ₹60,000 Crore PM-SETU to Modernise ITIs

Prime Minister Narendra Modi launched a landmark scheme on skill development, education, and employment opportunities, with special emphasis on Bihar.

On October 4, 2025, Prime Minister Narendra Modi unveiled youth-centric initiatives valued at over ₹62,000 crore, with special focus on Bihar. The flagship PM-SETU scheme, a ₹60,000 crore investment, will modernise and connect 1,000 Industrial Training Institutes (ITIs) nationwide to boost skill development.

Bihar’s Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana was relaunched providing ₹1,000 monthly for two years to five lakh graduates. The Prime Minister inaugurated the Jan Nayak Karpoori Thakur Skill University and the new NIT Patna Bihta campus, launched 1,200 vocational skill labs, provided scholarships worth ₹450 crore for 25 lakh students, and handed over appointment letters to 4,000 government recruits, aiming to transform education, employment, and entrepreneurship for youth.

Modernising Skill Development for Tomorrow’s Workforce

The PM-SETU (Prime Minister’s Scheme for Transforming Upskilling) is a transformative ₹60,000 crore initiative designed to upgrade government ITIs through a hub-and-spoke model. Two hundred hub ITIs will act as innovation and research centres connected with 800 spoke ITIs, creating a nationwide network focused on industry-aligned skills and entrepreneurship.

The initiative integrates advanced technology, industry collaboration, and innovation labs to ensure youth are equipped with future-ready skills. Bihar’s revamped Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana provides a financial cushion of ₹1,000 monthly for two years to five lakh graduates, easing their transition into the workforce.

The Jan Nayak Karpoori Thakur Skill University offers vocational and applied courses tailored to industry needs, while the new NIT Patna Bihta campus features a 5G use-case lab, a Regional Academic Centre of ISRO for space research, and a startup incubation hub nurturing nine startups. Across India, 1,200 vocational skill labs were launched in schools focused on sectors such as IT, agriculture, and tourism.

Strategic Focus on Bihar and Youth Empowerment

The government’s renewed emphasis on Bihar comes ahead of upcoming state elections, reflecting a strategic push to unlock the state’s demographic dividend. The launch event included the inauguration of Bihar Yuva Ayog, a statutory youth commission empowering young voices in policymaking. Foundations were laid for new academic and research buildings at four Bihar universities, expanding capacity for over 27,000 students.

Scholarship disbursements worth ₹450 crore were announced for 25 lakh students, supporting equitable access to higher education. Over 4,000 freshly recruited government employees in Bihar received their appointment letters from the Prime Minister.

This multi-pronged approach aligns with the National Education Policy 2020’s vision to modernise education infrastructure, nurture entrepreneurship, and enhance employability, positioning youth as agents of economic growth and social transformation.
