Russia has formally charged Telegram founder Pavel Durov with aiding terrorism and placed him on an international wanted list, marking a major escalation in the Kremlin’s long-running conflict with the encrypted messaging platform.
Russia’s Federal Security Service (FSB) alleges that Telegram failed to remove channels, chats and bots that it says were used by Ukrainian intelligence agencies, terrorist groups and extremist organisations to coordinate sabotage, cyber fraud and attacks inside Russia.
The FSB claims the platform’s inaction endangered civilians and security personnel. Durov, who left Russia in 2014 and now holds French and Emirati citizenship, has consistently denied wrongdoing, arguing that the case is another attempt to curb online privacy and freedom of expression.
The latest move comes as Russia continues tightening its control over digital platforms during the war with Ukraine and could further complicate Durov’s growing legal challenges in multiple countries.
Russia Escalates Legal Action Against Telegram
According to the FSB, Durov is being prosecuted under Russia’s criminal code for allegedly facilitating terrorist activity by allowing Telegram to host content linked to terrorist organisations and Ukrainian intelligence operations.
Russian authorities say Telegram failed to remove channels used to coordinate acts of sabotage, mass violence and cyber fraud despite repeated demands. They also claim Telegram-based recruitment operations targeted young Russians, with dozens reportedly arrested over the past year in connection with planned attacks.
If convicted under Russian law, Durov could face life imprisonment. Telegram has not issued a formal statement on the latest charges. However, Durov has previously maintained that the company complies with lawful requests wherever legally possible while refusing to compromise users’ private communications or weaken encryption.
He has repeatedly argued that governments are using security concerns as a justification to restrict digital freedoms.
Long-Running Battle Over Privacy and State Control
The latest charges against Pavel Durov are the culmination of a decade-long dispute between the Telegram founder and Russian authorities over censorship, user privacy and government access to digital communications.
Durov first came into conflict with the Kremlin while leading VK, Russia’s largest social networking platform, after refusing official requests to hand over user data and remove communities linked to political protests.
Following his dismissal as VK’s chief executive in 2014, he left Russia, saying the country had become incompatible with running an independent internet business.
He later established Telegram as a privacy-focused messaging platform that has since grown to more than one billion monthly active users worldwide.
Relations between Telegram and Moscow deteriorated further in 2018 when Russia attempted to block the app after the company refused to provide encryption keys to the FSB. Although the ban was lifted in 2020, tensions persisted, particularly after Russia’s invasion of Ukraine in 2022.
Since then, the Kremlin has repeatedly accused Telegram of allowing channels, bots and chats that it says were used by Ukrainian intelligence agencies and extremist groups to coordinate attacks and recruit operatives. Despite those accusations, Telegram remains one of the most widely used communication platforms in Russia, including among government agencies and military bloggers.
The latest case also follows legal scrutiny outside Russia. In 2024, Durov was detained and later placed under judicial investigation in France over allegations that Telegram failed to adequately curb criminal activity on its platform.
Durov has denied wrongdoing, maintaining that Telegram already cooperates with lawful requests where possible and that platform owners should not be held personally liable for content shared by users.
Russian authorities maintain that Telegram enabled terrorist activity through inadequate moderation, while Durov argues the prosecution is politically motivated and aimed at weakening digital privacy and freedom of expression.
