UPI Without Internet? NPCI’s Next Big Move Could Transform Digital Payments Across India

India’s digital payments revolution may soon overcome one of its last major limitations: internet dependence.

The National Payments Corporation of India (NPCI) is developing an offline version of UPI Tap & Pay that would allow consumers to make payments even when both their smartphone and the merchant’s point-of-sale (PoS) terminal lack internet connectivity.

If successfully deployed, the feature could significantly expand UPI’s usefulness in areas where network coverage remains unreliable, from flights and underground metros to remote rural markets.

Next Phase Of UPI

According to a Business Standard report, NPCI is working with payment ecosystem partners to certify merchant PoS terminals capable of supporting offline NFC-based UPI payments.

The proposed system would allow users to tap their NFC-enabled smartphones on compatible terminals to complete transactions without requiring an active internet connection at the time of payment.

The report says the offline feature is expected to support transactions of up to ₹2,000, a limit intended to minimise financial risk while enabling everyday low-value purchases.

Certification of supporting terminals is reportedly underway, although NPCI has not yet announced a commercial launch date or published detailed technical specifications.

Building On Earlier Innovations

The initiative builds on work already undertaken by NPCI to make digital payments more resilient. In 2023, NPCI introduced UPI Lite X, extending UPI Lite to support limited offline peer-to-peer and peer-to-merchant payments under specific conditions.

That feature demonstrated that small-value UPI transactions could continue even during temporary connectivity disruptions.

The proposed offline Tap & Pay capability represents a broader evolution. Unlike UPI Lite X, which introduced limited offline functionality, the new system aims to enable contactless payments at merchant PoS terminals even when neither the customer’s device nor the terminal is connected to the internet.

According to Business Standard, the solution is expected to leverage UPI Lite, although NPCI has not yet publicly confirmed the final technical architecture.

The initiative would also build on the existing UPI Tap & Pay framework, which already enables NFC-based contactless payments on supported smartphones and payment applications when connectivity is available.

Why The Upgrade Matters

UPI has become the backbone of India’s retail payments ecosystem. According to NPCI data, the platform processed 22.72 billion transactions worth ₹28.92 trillion in June 2026 alone, underscoring its growing role in everyday commerce.

Separately, the Government informed Parliament that 55.49 crore users had been onboarded onto UPI as of June 2026, highlighting the platform’s extensive national reach.

Despite this scale, connectivity remains a practical challenge. Mobile network congestion, poor signal quality in rural regions, underground transport systems and in-flight environments can interrupt transactions, forcing consumers and merchants to rely on cash or cards.

An offline capability could reduce these disruptions while making digital payments more dependable in situations where real-time connectivity is unavailable.

For merchants operating in transport, travel, tourism and remote locations, the feature could also reduce missed sales caused by temporary network failures.

Challenges Before Adoption

Although the proposal addresses a longstanding limitation, widespread adoption will depend on coordinated implementation across the payments ecosystem. Banks, payment service providers, smartphone manufacturers and PoS terminal vendors will all need to support the new capability before consumers can use it widely.

Security and risk management will also remain central to the rollout. While the proposed ₹2,000 transaction cap is designed to limit exposure, NPCI has not yet disclosed how offline transactions will be authenticated, reconciled or settled once connectivity is restored. Those implementation details are expected to become clearer as the certification process progresses.

If successfully deployed, offline UPI Tap & Pay would represent another significant milestone in India’s digital payments journey. Rather than replacing QR-code payments, it would complement them by ensuring that digital transactions remain possible even when network connectivity does not.

India’s digital payments revolution has transformed financial inclusion, but connectivity gaps still leave millions vulnerable to transaction failures.

An offline UPI system could make digital payments more reliable for commuters, rural communities and people in low-network areas, provided security, transparency and consumer safeguards remain central to its rollout.

As India builds the next generation of digital public infrastructure, innovation should be matched with trust, accessibility and equitable access so that technology empowers every citizen, regardless of where they live.
