Pune Tops In Ease Of Living Index 2018; Delhi At 65, Bengaluru 58: Report

Pune is the most livable city of the country as per the Ease of living index 2018 released by the Ministry of Housing and Urban Affairs. As per the index, Pune, with a score of 58.11, is at the top of ranking followed by Navi Mumbai and Greater Mumbai. The Minister of Housing and Urban Affairs, Hardeep Singh Puri released the Ease of living Index on Monday.

Tirupati, Chandigarh, Thane, Raipur, Indore, Vijayawada and Bhopal are in the top ten list whereas Rampur, Uttar Pradesh ranked last followed by Patna, Bihar and Kohima, Nagaland. The survey was conducted on 111 cities in total. The ranking was based on four pillars of development – Institutional, Social, Economic and Physical. The state of Maharashtra has bagged four places in the list of top ten ranking in the ease of living index, whereas many major metro cities failed on these parameters, e.g. Chennai is at 14th rank, Hyderabad at 27th, Delhi at 65th, Bengaluru at 58th and Gurugram at 88th. Chandigarh was the only Union Territory to be featured in top ten ranking.

The framework was based on 78 indicators and 15 categories

As per the Ministry of Housing and Urban Affairs, ease of living index seeks to serve as a standard minimum framework for cities to evaluate themselves and evolve in future rounds to better represent the needs and aspirations of people. The index aims at broadening development outcomes with the inclusion of sustainable development goals, measurements for improving the quality of life in cities; it serves as a basis of dialogue between citizens and urban decision makers on key strengths and demanding improvement.

In the survey, a total of 78 indicators out of which 56 were core indicators, and 22 were supporting indicators, are covered. These indicators were grouped into 15 different categories. The four parameters included were Institutional, Social, Economic and Physical which further has different categories like Governance, identity and culture, Education, Economy and Employment, Housing, Waste management, Power supply etc. The evaluation was done on 100 point scale, 25 points for both Institutional and Social parameter, 5 points for Economy, and 45 points for Physical.

The process was completed in four phases

The whole process was completed in four phases. In the first phase, the Ministry organised a national level orientation programme at New Delhi in February 2018 for the familiarisation of the Ease of Living index assessment framework, indicator, questionnaire and assess data. In the second phase, the teams were deployed for the collection and submission of data in 99 cities over a period of 45 days. During the third phase, the three-layered data quality check and audit was done for accuracy, validity, and reliability. In the final phase, the overall city ranking was developed along with city classification ranks, category and pillar ranks.

According to the Ministry of Housing and Urban Affairs, the Ease of Living Index 2018, was implemented by a consortium consisting of Ipsos Research Private Limited, Athena Infonomics India Private Limited, and The Economist Intelligence Unit.
