From 2021, PhD Degree Compulsory To Teach In Universities: HRD Ministry

The Human Resource Department (HRD) ministry announced on June 13 said that PhD will be mandatory for candidates seeking direct recruitment for the post of Assistant Professors in Universities with effect from July 2021. However, those with PhD or even a master’s degree with valid NET score are also eligible for the post of Assistant Professor in colleges.

HRD Minister, Prakash Javadekar, said that these changes are made, “In order to attract & retain best quality teachers & other academic staff in Universities & Colleges, UGC has brought out new regulations.”


University Grant Commission (UGC) has also done away with the Academic Performance Indicator as means to determine appraisal and it will be replaced with simpler teacher evaluation grading system.

The promotion criteria under Career Advancement Scheme (CAS) for the University teachers has been made more research oriented and for college teachers, more teaching oriented. This means that college teachers no longer need to mandatorily have publication in research journals for promotion, however, teachers can continue to conduct their research.



Special provisions

The press note released by the ministry also says that special provision will be given for recruitment of Assistant Professors in colleges and Universities will be given to PhD holders from Universities/colleges listed in top 500 Global ranking.

Also, for the first time provision for promotion in colleges will be up to professor level.

Moreover, to promote sports in Universities and colleges, Olympics, Asian games and Commonwealth games medal winners’ special category in the eligibility criteria for recruitment to the post of Assistant Director/ College Director, Physical Education and Sports and Deputy Director is made.
