As an example to be followed, a Kerala IAS officer issued a show-cause notice to himself for coming late to office. This move came a month after the state government initiated a biometric punching system in the secretariat which is linked with their salary account.
The new system came into effect on January 1, and the government issued a show-cause notice to hundreds of employees at the secretariat. Biswanath Sinha, IAS, the principal secretary of general administration, was also included in the list and issued a notice to himself. The list published on the website of general administration contains several hundred pages.
Biswanath Sinha turned up late on the first day of the year itself, and he was late for two more days, according to the list. He was late for almost one hour.
The notice for late comers was issued on February 3 by Biswanath himself, according to a report by Manorama online. The list included the official’s name with their designation, code, and punching time. The list contained the names of additional chief secretaries, principal secretaries, and secretaries.

On January 1, 2018, Kerala government introduced biometric salary-punching system forcing secretariat staff to reach on time. Employees have to swipe in and swipe out to mark their attendance. They need to bring their biometric card. If anyone fails to do this, it will affect their remuneration. This Aadhaar-based system has been linked with SPARK (Service and Payroll Administrative Repository for Kerala) which handles the payment of salaries.
A full-day salary will be drawn for the latecomers and early goers without marking any leave. This rule applies to anyone who is late by an hour or leaves early for three consecutive days. In short, those who violate the laws will lose the salary along with leaves.
