Jharkhand: 27-Yr-Old Youth Sends Suicide Letter To Prime Minister’s Office After Getting Allegedly Harassed By Police

27-year old Shiv Saroj Kumar of Dhanbad allegedly committed suicide on 3 August after forwarding an e-mail to the Prime Minister’s Office (PMO), the Chief Minister of Jharkhand and other top police officials in the State Government, alleging atrocities by police officials in the name of interrogation, as reported by The Pioneer.

Kumar had gone to the Chutia police station to register a FIR after being abducted with the intention of theft and robbery.

In his suicide note, Kumar has held Officer in-Charge of Chutia police station Ajay Kumar Verma and City DSP Shambhu Kumar Singh directly responsible for his death.


The police’s take on the issue

CM Raghubar Das has looked into the matter and has ordered DGP DK Pandey to complete the probe within 24 hours and furnish a report. “The e-mail was sent at around 7:45 pm on Wednesday following which Kumar could not be traced out as his mobile was switched off. His dead body was recovered hanging from a tree in front of Nagrmal Modi Seva Sadan Hospital under Kotwali police station. Several teams have been formed to investigate the matter and is personally being monitored by the SSP,” said Ranchi Range DIG AV Homkar to The Pioneer. FSL and CID have also been roped in, and the matter is expected to be cleared very soon, he added.

Investigations are also being carried out on the City DSP and Chutia Police Station OC and that steps will be taken according to the facts when they come to the forefront, assured DIG Homkar.

The police, while speaking to The Logical Indian, said, “Kumar had initially introduced himself as an IB officer, but later during the investigation, he said he was an IT officer. Afraid that the truth might come out, he decided to end his life.” However, the police have not cited any reason for the misrepresentation of identity claimed by them.

Kumar was last recovered by police on 30 July in an unconscious state from Station Road under Chutia police station. Some unidentified persons had abducted him, he claimed. Chutia Police had admitted him to RIMS; he was later taken to Medica Hospital on 31 July, and was discharged on 1 August and went to Chutia police station the same day.

Kumar, however, left the hotel room on 2 August, leaving a letter for his father begging his pardon for creating problems for him. His father reported this to the police the same evening.

Saroj’s ACIO identity card, an ‘official letter’ from the ‘office of chief, director of intelligence’, is in possession of the police, who claim them to be fake. The passport office has also been contacted which has said that Kumar did not have any appointment with them.


What the father had to say

Kumar’s father, in his statement to the police, has said that his son was forced to commit suicide because of police torture. He said, “My son called me on 30 July and stated that he had been abducted by some people who had given him anaesthesia following which his phone was disconnected. Later, I came to know that some incident has taken place with my son following which I came to Ranchi.”

“When I went to Chutia Police Station on 31 July with son, I was tortured by the police,” he said. “After that, my son came out with Rs 1200 leaving me in the hotel on Wednesday and the police told me on Thursday morning that my son has committed suicide,” he added.


Kumar’s suicide note tells a different story altogether

Kumar had come to Ranchi for some passport related work on 29 July and took up a room at Hotel Radiant in Station Road. When he went out for dinner the next day, he was drugged and abducted by some unidentified persons. He claimed that he was looted after being narcotised by them and was left near Ranchi Lake. When he woke up, he found himself in the boot of a car.

While in the boot, he called up his brother-in-law and the police control room for help. Saroj claimed his abductors then took his phone away and threw him in a pond.

The father-son duo faced a lot of humiliation and insult and as Kumar has pointed out in the note – ‘they were treated like accused’. In the letter, he claims that the confusion had arisen because, his father in a state of panic, had mentioned to the police that Kumar was an IB officer. He later clarified that Kumar was an IT officer, but the police were not ready to listen. They harassed them to the extent that Kumar was unable to bear all of the shame.

Kumar also stated in his suicide note that they were being forced to change their statement. “I do not want to live anymore after whatever happened with my father and me. My father is a humble person and has had never gone to a police station earlier,” he stated in the suicide note.
