7th Pay Commission Makes Changes, Central Govt Employees Will Not Get Overtime Allowance

According to an order issued by the Ministry of Personnel, Public Grievances and Pensions, the government has decided to stop paying the overtime allowance to central government employees except for operational staff and industrial employees. Recommendation about the same was made by the seventh pay commission.

The Department of Expenditure clarified that it may accept the recommendations of the seventh pay commission, as, over the years, the salaries of the central employees have been increased.

All the non-ministerial non-gazetted central government employees who are directly involved in the smooth operation of the office including those who are involved with the smooth operation of electrical and mechanical equipment are included in the operational staff.

To ensure that only the specified employees are given overtime allowance, the administration wing of the ministries and departments have been tasked with preparing a list of operation staff with full justification for inclusion of a particular category of staff in the list of operational staff.

It has been decided that biometric attendance of central government employees will be linked with the grant of overtime allowance.

It is to be noted that the operational staff who are eligible for the overtime allowance will continue to get same Overtime Allowance (OTA) as per an order issued in 1991 and this amount will not be revised. “OTA should be paid only when his/her senior officer directs the concerned employee(s) in writing for staying back in office to attend urgent nature of work,” the Personnel Ministry added.
