Detailing Pro-Khalistan Activities, India Submits 23-Page Dossier To Pakistan

Last week, Indian delegation on July 14, during the Kartarpur Corridor talks at Wagah Border, handed over a 23-page dossier detailing pro-Khalistan elements that are promoting anti-India activities in Pakistan. India has mentioned nearly 30 incidents between 2016 and 2019, where Sikh pilgrims were subjected to “anti-India propaganda”, according to The Hindu report.

In the dossier, India listed the name of a Khalistani leader Gopal Singh Chawla, who instigated the Sikh community to support Kashmiris for the formation of “Azad Kashmir”. The dossier also contains a photograph of Chawla with Lashkar-e-Taiba (LeT) Chief Hafiz Saeed.

The dossier further states that, in April, Chawla had raised the demand of liberation of Punjab and Kashmir from India in the presence of Indian pilgrims, during a function at Panja Sahib in Pakistan’s Attock district.

Following the meeting, Pakistan, taking action against Chawla, removed him from the Pakistan Sikh Gurdwara Parbandhak Committee (PSGPC), but only to appoint another Khalistani hardliner Ameer Singh.


Some Of Anti-India Activities Mentioned In Dossier

Under a 1974 bilateral protocol, the four annual Indian Sikh Jathas who visit important gurudwaras in Pakistan every year, have been subjected to anti-India propaganda, the dossier states. 

A large number of propaganda activities during religious functions are perpetuated by Evacuee Trust Property Board, Pakistan, which has constantly been exploited to serve the agenda of Khalistan.

During Guru Nanak Dev’s birthday celebrations in November 2016, “Sardar Mohammed Yousuf, federal minister for religious affairs, eulogised Burhan Wani and told Sikh pilgrims in an address that Sikhs and Kashmiris are treated like ‘slaves’ by the Indian government.” 

The dossier also states incidents where Khalistani elements in Pakistan have been involved in inciting the youth to carry out terror attacks in India. India has cited the example of Jagroop Singh alias Rupa, who, during his visit to Pakistan in November 2016, was imparted arms training arranged by fugitive Sikh militants Lakhbir Singh Rode and Harmeet Singh to carry out terror attacks in India.

Post demonetisation period in 2016, pilgrims visiting Pakistan were incited to revolt against the Indian government. “Attempts were made to instigate the Sikh pilgrims against the Indian government over the issues like demonetisation, denial of permission for unauthorised ‘Sarbat Khalsa’, an inter-state dispute involving Punjab and creation of Khalistan,” it says.

In Pakistan’s Gurdwara Panja Sahib, UK-based pro-Khalistan element Manmohan Singh Bajaj while addressing pilgrims during ‘Baisakhi Jathas’ in April 2017, raised pro-Khalistan slogans and stated that he was fighting for the cause of Khalistan. 

Later in 2018, during the main event on April 14 at the Gurudwara Panja Sahib, UK-based pro-Khalistani leader Avtar Singh Sanghera and US-based pro-Khalistan leader Pritpal Singh campaigned openly for Khalistan. 

During the event posters of ‘Sikh Referendum-2020 Khalistan’, ‘Get Ready For Referendum 2020’ and ‘Referendum 2020’ was allowed to be displayed by the government. While posters of ‘Sikh Referendum-2020 Khalistan’ with the photo of JS Bhindranwale was also displayed. 

The document includes a “pictorial catalogue of his (Gopal Singh Chawla) anti-India activities on social media”, along with social media pages of Pakistani Sikh leaders who propagated anti-India messages on their social media pages. It has named Khalistani secessionists like Avtar Singh Sanghera, Manmohan Singh Bajaj, Tara Singh, Hoga Singh, Satinder Pal Singh and Chawla, who regularly propagate/incite Indian Sikhs against the government.
