Kerala has launched free bus travel for women and transgender persons on ordinary Kerala State Road Transport Corporation (KSRTC) buses from June 15 under the Priyadarshini scheme, fulfilling a key election promise of the newly elected Congress government. The initiative aims to improve mobility, reduce travel costs and encourage greater economic participation among women.
While the state government says it will fully compensate KSRTC for revenue losses, commuters, transport experts and private bus operators have raised concerns over uneven access to services, financial sustainability and the potential impact on private transport providers. The latest development comes as the government assures additional support for KSRTC and explores ways to strengthen public transport infrastructure.
Expanding Access Through Public Transport
Approved during the government’s first Cabinet meeting after the Assembly elections, the Priyadarshini scheme allows women of all ages and transgender persons to travel free on ordinary KSRTC buses across Kerala. The state estimates the programme will cost an additional Rs 750-800 crore annually. Transport Minister CP John said the financial burden would not fall on KSRTC, as the government would provide grants to cover losses arising from the initiative.
He added that the scheme could play a significant role in improving women’s participation in the economy by making daily travel more affordable and accessible. Minister P.C. Vishnunath also defended the programme, saying the government had announced it with a clear implementation strategy and adequate planning. For many women, especially those who travel regularly for work, education or family responsibilities, the scheme promises meaningful financial relief.
However, commuters such as Jiliyya A.D. from Thrissur have pointed out that benefits may vary depending on local bus availability, as many routes are served primarily by superfast or private buses rather than ordinary KSRTC services.
Opportunities and Challenges Ahead
Kerala joins Delhi, Karnataka, Tamil Nadu, Telangana and Punjab in offering free bus travel for women as part of broader welfare and mobility initiatives. Research from the Indian Institute of Technology Bombay has suggested that similar schemes in other states have contributed to higher workforce participation among women and increased work-related travel. Supporters argue that affordable transport can remove barriers that often prevent women from accessing jobs, education and public spaces.
At the same time, concerns remain about implementation and long-term sustainability. KSRTC, one of India’s oldest state-run transport corporations, currently operates around 4,500 buses and carries nearly 25 lakh passengers daily. Yet the corporation has accumulated losses exceeding Rs 20,961 crore in 2024-25, highlighting longstanding financial pressures.
Transport expert T. Elangovan has described free travel as socially beneficial but economically challenging, urging policymakers to carefully assess how transport providers will be compensated.
Private bus operators have also expressed anxiety, arguing that a significant shift of women passengers to KSRTC services could reduce their revenues and affect thousands of workers dependent on the sector. Industry representatives have called for discussions with the government on possible support measures.

Accessible and affordable public transport is more than a convenience; it is a pathway to dignity, independence and equal opportunity. For many women, the ability to travel safely and without financial burden can open doors to education, employment and greater participation in public life. Kerala’s new initiative reflects a growing recognition that mobility is closely linked to social and economic empowerment.
At the same time, successful implementation will require continued investment, thoughtful planning and dialogue with all stakeholders, including commuters, public transport employees and private operators. Ensuring that benefits reach women in every district, regardless of geography or transport availability, will be key to the scheme’s long-term success.
