Param Pragya: PM Modi Unveils IIT Delhi’s AI Powerhouse As India Races To Build Compute Capacity

India’s latest AI facility signals a bigger shift as government-backed compute infrastructure expands from ambitious plans to real research capacity.

India’s artificial intelligence ambitions are increasingly moving from policy announcements to the infrastructure needed to actually build and test AI systems.

The inauguration of Param Pragya at IIT Delhi on August 8 is significant in that context. Prime Minister Narendra Modi inaugurated the AI-powered high-performance supercomputing facility at IIT Delhi’s Sonipat campus while addressing the institute’s 57th convocation.

The development comes as India is simultaneously expanding access to shared AI computing through the IndiaAI Mission.

Param Pragya Expands Research Infrastructure

Param Pragya is designed to strengthen IIT Delhi’s capabilities in artificial intelligence, data science, advanced computing and interdisciplinary research, according to the Prime Minister’s Office. IIT Delhi had earlier confirmed that the facility would be inaugurated remotely by Modi during the convocation.

The significance of the facility lies less in the inauguration itself and more in where it sits within IIT Delhi’s existing research ecosystem. The institute said it undertook sponsored research and development and consultancy projects worth about ₹600 crore in FY 2025-26. Over the past decade, it has executed such projects worth about ₹4,000 crore.

That existing research base gives advanced computing infrastructure a practical role. High-performance computing can support research that requires substantial computational resources, while the institute has also described its Sonipat campus as a growing centre for advanced research and technological innovation.

Sonipat Campus Builds Research Scale

The Sonipat campus is not starting from scratch. IIT Delhi said its Central Research Facility and SATHI, described as the campus’s largest operational units, served more than 4,000 national researchers over the past year.

The campus has also completed a 9,500-square-metre advanced research and academic building housing laboratories for the Centre for Optics and Photonics and Central Research Facility instrumentation.

This matters because computing infrastructure delivers value only when researchers can access and use it. Param Pragya is therefore part of a wider attempt to strengthen the institutional infrastructure around research rather than functioning as an isolated technology installation.

The timing is also important. More than 3,000 students, including 587 PhD scholars, received degrees at IIT Delhi’s 57th convocation. The institute is simultaneously expanding faculty, research collaborations and academic programmes, creating a broader pool of researchers who could potentially benefit from advanced computing infrastructure.

IndiaAI Is Scaling Compute Access

Param Pragya also arrives as the government expands AI computing capacity nationally. The IndiaAI Mission was approved with an outlay of ₹10,372 crore to build a broader artificial intelligence ecosystem. One of its key components is expanding access to computing resources for AI development.

The scale has moved well beyond the mission’s original target. Government data says India initially targeted 10,000 GPUs but subsequently reached 38,000 GPUs, while the IndiaAI Compute Portal was described as providing access to more than 38,000 GPUs and 1,050 TPUs.

In February 2026, the government announced plans to add another 20,000 GPUs. A March government update said this additional capacity was under process.

The numbers indicate a shift in policy thinking. Instead of treating AI compute solely as a resource that individual companies or institutions must procure, India is building shared capacity intended to widen access to computational resources.

Compute Is Becoming Strategic Infrastructure

For Indian researchers and AI developers, access to computing power can determine how far an idea can progress. Developing sophisticated AI systems requires substantial computational resources, and academic institutions often operate under tighter infrastructure constraints than large technology companies.

This is where institutional facilities such as Param Pragya intersect with the IndiaAI Mission. The national programme is attempting to expand the overall pool of accessible compute, while facilities at institutions such as IIT Delhi strengthen the research environment in which that capacity can be applied.

The broader economic question is what these investments eventually produce. The government has positioned AI compute as part of its strategy to support startups, researchers and wider AI development. At IIT Delhi, the existing scale of sponsored research provides a measurable base from which new computational infrastructure can be used for research and technology development.

IIT Delhi Becomes Key AI Hub

Param Pragya does not, by itself, establish that India has solved its AI infrastructure challenge. Nor do the government’s GPU numbers measure the quality or commercial success of the AI systems ultimately developed using that capacity.

What the inauguration does demonstrate is a growing institutional commitment to computing infrastructure alongside AI policy. IIT Delhi’s research spending, its expanding Sonipat facilities and the government’s parallel investment in shared compute point in the same direction: India is building more of the infrastructure needed to turn AI research into usable technology.

The next measure of success will therefore be utilisation and outcomes. For Param Pragya, that means the research it enables, the technologies that emerge from it and the extent to which those results move beyond academic laboratories into applications, startups and industry.
