Himachal Pradesh Becomes Fully Literate State: 99.3% Literacy Rate Sets New National Benchmark

Himachal Pradesh has been declared a fully literate state by achieving a literacy rate of 99.3%, significantly surpassing the national benchmark of 95%. Chief Minister Sukhvinder Singh Sukhu announced this milestone during the International Literacy Day celebrations, highlighting the state’s top position in the student-teacher ratio across India.

The achievement places Himachal in an elite group alongside Goa, Tripura, Mizoram, and Ladakh. Education officials applauded the sustained efforts of government reforms, volunteers, and community participation that transformed the state’s literacy from just 7% at independence to today’s near-universal status.

A Remarkable Rise in Literacy: From 7% to 99.3%

Himachal Pradesh’s journey from one of India’s least literate states at Independence to becoming fully literate represents a monumental achievement. Chief Minister Sukhu credited the transformation to persistent government efforts and grassroots initiatives aimed at quality education.

“The journey from a literacy rate of around seven per cent to 99.3 per cent has been full of challenges, but Himachal consistently prioritised education,” Sukhu said. The state also leads India in student-teacher ratio, ensuring better individual attention in classrooms. Education Minister Rohit Thakur hailed this as a golden chapter, recalling decades-long efforts that brought dropout rates close to zero, while promising continuous educational innovation and excellence.

“Proud to announce that Himachal has become a Fully Literate State – a historic milestone in our journey of progress. I extend heartfelt gratitude to our teachers, students, employees & every citizen whose contribution made this dream a reality,” Chief Minister Sukhu expressed on X.

Government Schemes and Community Participation

The declaration follows criteria set under the New India Literacy Programme (NILP) and ULLAS (Unnati Aur Jagrikta Se Sashakt Bharat), promoting not only foundational reading and writing but also digital literacy and vocational skills. More than 3 crore learners and 42 lakh volunteers have been involved nationwide, with Himachal Pradesh’s model often highlighted for its inclusiveness and impact. Union Education Minister Dharmendra Pradhan praised the collective efforts of government, civil society, and volunteers, stating, “Literacy is a means to dignity, empowerment and self-reliance.” State officials also recognised the vital role played by women’s groups, youth clubs, and NGOs over the last three decades in achieving this milestone.
