Following a monumental political transition, newly sworn-in Karnataka Chief Minister DK Shivakumar chaired his maiden Cabinet meeting to unveil an ambitious six-point agenda aimed at ushering in a “new youth era” and driving sweeping urban reforms. The roadmap introduces free state-bus transit for all students, a dedicated private-sector job exchange, and the creation of 10,000 youth clubs across rural and municipal areas. It also drastically eases property guidelines by expanding building certificate exemptions, launching statewide land-record regularisation, and deploying a ₹2,000 crore infrastructure booster for Bengaluru’s road networks.
While student associations and citizen groups have widely celebrated these direct welfare measures, fiscal experts urge caution, noting that executing these intensive public projects will require meticulous, debt-free financial management.
Universal Free Bus Passes for All Students
Moving decisively beyond earlier gender-targeted transport schemes, the Cabinet’s first major resolution establishes universal public transit equity. The newly approved policy grants free bus passes to every student across Karnataka, completely eliminating previous gender divisions that restricted similar benefits exclusively to female passengers.
The universal system covers all non-luxury, state-run government buses. Every individual enrolled in school, pre-university, undergraduate, or postgraduate courses is officially eligible. Chief Minister Shivakumar explained that the expansion directly answers long-standing appeals from young men requesting equal access to state transit benefits. To operationalise the system seamlessly, students will apply through a secure online portal currently being finalized alongside the state Transport Department.
Launching a Private Sector Job Exchange
To proactively address urban underemployment, the state government is building a centralized, state-administered Private Sector Employment Exchange. This online portal will serve as an un-intermediated bridge linking fresh graduates and skilled job seekers directly with vetted corporate recruiters, saving individuals from navigating fragmented, predatory recruitment channels.
The digital portal is designed to host verified vacancies across core industries, healthcare facilities, tech hubs, and manufacturing plants. A ministerial sub-committee composed of three Cabinet ministers has been given a strict one-month deadline to deploy the platform’s digital architecture, ensuring it remains transparent and secure. Simultaneously, the administration intends to collaborate with corporate leaders to integrate fair local employment quotas for regional Kannadigas, while separately fast-tracking 56,000 pending public-sector vacancies through a fixed examination calendar.
Grassroots Mobilization: 10,000 Youth Clubs
The administration is rolling out its most heavily funded civic engagement platform by establishing 10,000 “Bharat Jodo” youth clubs throughout the state. This initiative aims to foster local leadership, nurture talent in sports and regional arts, and promote social harmony by giving young residents a structured, state-backed community platform.
The plan mandates the creation of one youth club within every single Gram Panchayat and urban municipal ward, with each unit drawing 150 to 200 local members. To deeply empower these grassroots associations, the government is executing an aggressive fiscal blueprint, channeling a ₹10 lakh direct state grant to each individual panchayat club. This marks a massive ₹1,000 crore total funding pledge, with comprehensive operational rules regarding project execution to be rolled out shortly.
Easing the Real Estate Trap: The 2,400 Sq Ft Exemption
For years, thousands of middle-class property owners have found themselves trapped in a bureaucratic standstill due to rigid judicial mandates that block vital utility hookups if buildings lack a structural Completion Certificate (CC) or Occupancy Certificate (OC). Consequently, minor structural deviations frequently cut off average families from legal water, electricity, and drainage grids.
The New Threshold completely relieves this stress by exempting residential buildings constructed on plots up to 2,400 square feet from the mandatory requirement of presenting an Occupancy Certificate to secure permanent utility lines. The Impact of this decree effectively doubles the state’s previous relief boundary, which had been tightly restricted to small plots under 1,200 square feet. This consumer-first relaxation effectively cushions self-built homeowners against technical administrative delays, ensuring unhindered access to essential civic amenities.
Statewide ‘B-Khata’ to ‘A-Khata’ Property Conversion
Scaling an impactful urban policy far beyond the capital city of Bengaluru, the Cabinet has approved the expansion of its property regularisation initiative to cover all districts under a unified land security framework.
Under the existing municipal setup, a “B-Khata” designation simply represents an entry in secondary municipal registers tracking unauthorized layouts or tax-paying sites lacking full, clear titles. Consequently, owners cannot apply for institutional bank loans, legal construction permits, or hassle-free property sales. By taking this conversion scheme statewide, properties in tier-2 cities and rural towns can now legally upgrade to “A-Khata” status by paying a standardized regularisation fee. This critical transition secures clear, recognized titles for thousands of families, unlocking massive borrowing capacity via formal commercial banking.
Rebuilding Bengaluru: A ₹2,000 Crore Road Package
To improve urban mobility, the government has sanctioned a ₹2,000 crore non-lapsable fund for Bengaluru road development, focusing on resurfacing major corridors, tech hubs, and suburban connectors. The works are targeted for completion within three to four months to reduce congestion and improve commuter safety. Priority will be given to arterial roads and IT corridors experiencing heavy traffic.
The initiative is designed to strengthen infrastructure supporting the city’s economic growth while addressing long-standing maintenance gaps. It also aligns with upcoming civic administrative restructuring under metropolitan governance reforms.
