Delhi Police detained protesters who began gathering near Jantar Mantar in New Delhi on October 10, ahead of a demonstration called by the Cockroach Janta Party (CJP) and student organisations demanding the resignation of Chief Election Commissioner (CEC) Gyanesh Kumar over alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls.
YouTuber Dhruv Rathee was also reportedly detained from his Gurugram residence ahead of the protest. Ratna Singh, who heads the CJP’s legal team, was also detained ahead of the demonstration.
The police denied permission for the gathering, citing procedural requirements, previous alleged violations and public safety concerns, as extensive security restrictions were introduced across Delhi.
Detentions Amid Heavy Security
Delhi Police intensified security across the national capital ahead of the proposed demonstration, deploying thousands of personnel, erecting barricades and establishing checkpoints to prevent unauthorised gatherings. According to reports, several protesters were detained near Janpath and in the Connaught Place area as people attempted to reach Jantar Mantar. Police also conducted checks at city borders, hotels and guest houses to identify groups arriving for the demonstration. A report by The Indian Express said the police had established 37 blocking points across the New Delhi district and designated detention centres in all 15 police districts.
The scale of the preventive operation was substantial. Reports indicated that more than 35,000 Delhi Police and paramilitary personnel were deployed or expected to be deployed across the capital. Police sources also reported detentions of people with criminal records as a preventive measure. Separately, the CJP claimed that thousands of its supporters and activists had been detained across the country in the days preceding the demonstration. These nationwide figures were claims made by the party and could not be independently established from the reports reviewed.
The detentions came amid restrictions affecting public transport, traffic movement and mobile internet services in parts of Delhi. Authorities maintained that the measures were necessary to prevent disruption and maintain law and order.
Dhruv Rathee And CJP Leaders
YouTuber Dhruv Rathee was reportedly detained from his residence in Sector 56, Gurugram, ahead of the demonstration. Reports said the detention took place as he prepared to participate in the protest against the Election Commission’s electoral roll revision exercise. However, the specific legal grounds for his detention and whether any charges were filed were not immediately clear from the reports available.
Ratna Singh, who heads the CJP’s legal team, was also named among party leaders potentially facing arrest ahead of the demonstration. In a report published on October 6, The Indian Express quoted CJP co-convenor Saurav Das as alleging that he, Abhijeet Dipke, Ashutosh Ranka and Ratna Singh could be arrested before the October 10 protest. This was an allegation about possible arrests, not confirmation that all the named individuals had been detained.
The CJP has accused authorities of attempting to prevent its supporters from participating in the demonstration, while the police have cited procedural and security-related grounds for their actions. The distinction between confirmed detentions, preventive police action and allegations made by party representatives remains important in assessing the developments.

Why The Protest Was Planned
The CJP called the demonstration to demand the resignation of CEC Gyanesh Kumar and raise concerns about the SIR exercise, through which electoral rolls are reviewed and revised. The party and its supporters have alleged irregularities in the process and expressed concerns about eligible voters potentially being excluded from electoral lists. These allegations have become part of a wider debate over electoral transparency, voter access and the accountability of constitutional institutions.
Delhi Police Joint Commissioner Nupur Prasad said the application for the proposed gathering, submitted by CJP co-convenor Saurav Das on October 7, did not meet the prescribed 10-day advance-notice requirement for demonstrations at Jantar Mantar. The police also cited alleged non-compliance with lawful directions during an earlier demonstration, along with concerns about traffic management, public safety and the prevailing law-and-order situation.
Authorities imposed prohibitory restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) and introduced additional security arrangements. These included barricades, movement restrictions and temporary mobile internet curbs in a designated area. The measures affected commuters and other residents, prompting concerns about the proportionality of restrictions imposed ahead of the planned gathering. The Election Commission and the ruling BJP have denied allegations of political manipulation of electoral rolls, maintaining that the revision exercise is intended to improve the accuracy of voter lists.
The Logical Indian’s Perspective
The right to peaceful assembly is an important part of democracy, allowing citizens to raise concerns, question institutions and demand accountability. At the same time, protest organisers must follow applicable laws, and authorities have a responsibility to protect public safety and prevent violence. However, preventive detentions and restrictions affecting ordinary residents require clear explanations, particularly when they take place before a demonstration begins.
Authorities should communicate the legal grounds for detentions transparently, ensure due process and use proportionate measures to maintain order. Concerns about electoral rolls should also be addressed through credible evidence, transparent procedures and appropriate institutional scrutiny rather than assumptions or unverified allegations.
Equally, organisers must ensure that demonstrations remain peaceful and respect the rights of other citizens. Democracy is strengthened when disagreement is met with dialogue, restraint and accountability instead of confrontation. How can authorities protect public safety while ensuring citizens retain the space to peacefully question institutions and demand electoral accountability?
