A curfew has been imposed in Churachandpur, Manipur, following the assault of Richard Hmar, general secretary of the Hmar Inpui, by unidentified individuals on March 16, 2025. The attack triggered widespread protests and violent clashes between the Hmar and Zomi communities, leading to heightened tensions in the region.

Authorities enforced prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita 2023 to prevent further unrest. On March 18, tribal bodies from both communities agreed to lift the shutdown after engaging in dialogue aimed at promoting peace and reconciliation.

Protests and Curfew Enforcement

The assault on Richard Hmar occurred around 7:30 PM on March 16 when he was attacked inside the VK Montessori complex at Zenhang Lamka. Eyewitnesses reported that Hmar was blindfolded and brutally beaten despite identifying himself as a community leader.

Following the incident, the Hmar Inpui issued a strong statement condemning the violence and demanding that those responsible surrender by 10 AM the next day.

When no action was taken, protests erupted across Churachandpur, with demonstrators enforcing a shutdown of local businesses and clashing with police forces. The situation escalated as protesters engaged in stone pelting, prompting authorities to impose a curfew on March 17 to maintain order. The additional district magistrate cited serious concerns over law and order and potential harm to public property as reasons for the curfew.

On March 18, after discussions among tribal leaders from both the Hmar and Zomi communities, an agreement was reached to lift the shutdown. This decision was hailed as a positive step towards restoring peace in the region.
