The Bihar government has initiated the “Rajaswa Maha Abhiyan,” a comprehensive door-to-door campaign spanning from August 16 to September 20, 2025, to assist citizens in correcting and updating land records via the Bihar Bhumi Portal.

This government drive aims to rectify errors in land ownership documents, including incorrect names, khata and khasra numbers, area measurements, and to update inheritance and partition details online.

Revenue officials personally visit households to distribute application forms, collect necessary documents, and provide status updates, with the goal of improving transparency and reducing land disputes across Bihar.

Campaign Objectives and Implementation

The Rajaswa Maha Abhiyan targets four core issues concerning land records. Firstly, it focuses on rectifying inaccuracies in digitised Jamabandi (land ownership) records, ensuring that all personal and land details are accurate. Secondly, it enables entry of succession mutations so that heirs’ names replace deceased predecessors in records reflecting inheritance.

Thirdly, the campaign facilitates partition mutations when land is divided among owners by mutual consent or legal rulings. Lastly, it digitises Jamabandis that previously existed only in offline form, making them accessible on the Bihar Bhumi Portal.

From August 16 to September 15, teams formed by the Revenue and Land Reforms Department visit every household to distribute corrected Jamabandi copies and application forms. These teams collect completed applications along with supporting documents at special camps organised from August 19 to September 20 in Panchayat Sarkar Bhawans and other local government offices.

The use of digital devices during data collection expedites registration, confirming applicants via OTPs and linking updates to their mobile numbers. Officials assure that these applications will be processed promptly, with applicants receiving updates on the Bihar Bhumi Portal, eliminating the need for frequent visits to government offices.

How to Use the Bihar Bhumi Portal: Key Steps

  • Visit and Register: Access the official Bihar Bhumi Portal website and register as a new user by providing personal details like name, mobile number, Aadhaar, and address. Complete OTP verification to activate the account.
  • Login: Use your registered mobile number and OTP to securely log in to the portal.
  • Search Land Records: Choose your district, subdivision, and village, then search land records by Account Number (Khata), Plot Number (Khesra), or Account Holder’s Name to view ownership and land details.
  • Apply for Services: Submit online applications for mutations (land transfer or inheritance), Land Possession Certificates (LPC), or request certified copies of land documents by filling out required details and uploading supporting documents.
  • Track Application Status: Monitor the status of your applications online using your case or application number without the need to visit government offices.
  • Download and Make Payments: Download digitally signed documents or receipts and pay any applicable fees online through integrated payment options.

This user-friendly portal streamlines land record access and services, ensuring transparency and convenience for Bihar’s citizens.

Background and Context

This campaign is part of Bihar’s ongoing Bihar Bhumi 2025 initiative to digitise land records, improve data accuracy, and provide citizens easy online access to their land ownership documents, maps, and application services such as land measurement and mutation registration.

The campaign extends the timeline for land surveys until July 2026, ensuring comprehensive coverage. By reducing bureaucratic friction, the programme aims to lower corruption risks and minimise land-related conflicts, a persistent challenge in many rural communities.

Official statements highlight that the campaign covers all landowners, whether they participated in recent surveys or not, and that even historical cases dating back decades involving deaths and inheritance will be addressed. Special efforts are made to include vulnerable communities through local development workers and officials familiar with village land holdings.

The initiative also welcomes claims under the Bordiabari Adhiniyam (partition act) through competent courts if disputes arise, indicating a holistic approach to land administration reform.

The Logical Indian’s Perspective

Bihar’s Rajaswa Maha Abhiyan represents a commendable, citizen-centric utilisation of technology to enhance land governance. Accurate land records are essential not only for ownership clarity but also to prevent ethnic, caste, and familial conflicts that stem from disputed property rights.

This government initiative promises greater transparency and empowerment by reaching people directly at their homes and making digital services accessible at the grassroots level. However, for such a large-scale campaign to succeed sustainably, continuous efforts to educate digitally marginalised communities and maintain trustworthiness in data handling are crucial.
