Bihar on High Alert as Pakistan-Based Jaish-e-Mohammed Terror Suspects Enter via Nepal Border

Bihar intensifies security measures following the entry of three Jaish terrorists through Nepal amid election season.

Bihar Police Headquarters issued a statewide high alert after receiving intelligence reports confirming that three suspected terrorists belonging to the Pakistan-based terror group Jaish-e-Mohammed infiltrated Bihar through the Nepal border. The suspects were identified as Hasnain Ali, a resident of Rawalpindi; Adil Hussain from Umerkot; and Mohammad Usman from Bahawalpur.

According to reports, the trio arrived in Kathmandu in the second week of August and entered Bihar last week. Passport and identification details of these terrorists have been shared with district police officials to assist in tracking their movements and apprehension. Authorities suspect these operatives may be planning largescale attacks amid the politically sensitive assembly elections in Bihar.

Enhanced Security Measures and Surveillance

In response to the infiltration, Bihar Police have intensified security measures along border districts adjoining Nepal, including Kishanganj, Supaul, Sitamarhi, and Madhubani. The state police headquarters has ordered increased patrolling, tighter checking at railway stations, bus stands, and crowded public places, enhancing intelligence collection, and setting up checkpoints.

Officials have urged district intelligence units and the Sashastra Seema Bal (SSB) deployed on the border to remain vigilant for suspicious behavior and unknown persons.

The challenge is compounded by the terrorists’ ability to blend into local populations as sleeper agents, necessitating coordinated efforts between police, intelligence, and border security forces to prevent any terror incidents during election season.

Context of Vulnerability and Historical Background

Bihar shares a 729 km-long porous border with Nepal, making it a challenging region to fully secure against covert infiltration. Terror outfits like Jaish-e-Mohammed have reportedly exploited this route multiple times, entering unarmed or covertly, then arming themselves through illegal channels within India.

Such infiltration attempts have heightened since the beginning of election campaigns in the state, coinciding with the arrival of high-profile political leaders and large public gatherings. This raises the stakes for security agencies tasked with balancing offensive counter-terror strategies with civil liberties amidst large civic engagement events.

Ahead of the assembly elections in Bihar, security agencies are particularly concerned about the possibility of these terrorists leveraging local networks to establish sleeper cells. Intelligence suggests that such operatives often integrate into communities by initially avoiding arms or suspicious activities, making detection difficult. Authorities are therefore emphasising the importance of community cooperation and timely intelligence sharing to deter any plans of terrorism. The focus is also on technological upgrades in surveillance and rapid response capabilities to counter any threat swiftly.
