After UP Govt Orders, Police Issue Guidelines to Set Up Mission Shakti Centres in Every Police Station

Uttar Pradesh police set up Mission Shakti centres with female officers and counselling to strengthen women’s safety and dignity.

Following directives from Chief Minister Yogi Adityanath, the Uttar Pradesh Police have released comprehensive guidelines to set up Mission Shakti centres in every police station across the state within two weeks. These centres aim to enhance women’s safety, dignity, and self-reliance by acting as specialised units exclusively addressing crimes against women.

Led preferably by female officers and staffed with trained personnel, the centres will provide timely complaint resolution, counselling, legal aid, and rehabilitation support.

The initiative reflects the government’s ongoing commitment to women’s empowerment under the Mission Shakti 5.0 campaign, ensuring sensitivity, swift response, and multi-agency coordination in handling cases of gender-based violence.

Mission Shakti Centres: Structure, Staffing, and Facilities

Each Mission Shakti centre will function like a mini police outpost focused exclusively on women’s issues. Headed by an officer-in-charge at the sub-inspector level, preferably a woman, the team will include 1-4 additional sub-inspectors, 4-15 constables with at least 50% female representation, 1-2 female home guards, and counsellors depending on need.

Officers will serve a tenure of 3 to 5 years, with transfers contingent upon specialised training. Facilities at each centre will include a separate room equipped with computers, records, stationery, and dedicated women’s restrooms. Counselling rooms will provide a safe space for victims to receive psychological and legal support.

These centres will not only investigate crimes but also ensure preventive measures through the supervision of Anti-Romeo squads, Women Beat plans, and regular follow-up on complaints to ensure quality and timeliness of response.

Government Vision and Administrative Oversight

The launch of these centres emerges from the Mission Shakti 5.0 campaign unveiled during the Shardiya Navratri festival in September 2025. Chief Minister Yogi Adityanath highlighted the substantial progress in women’s status since 2017 and emphasised the crucial role of clear intent and efficient implementation in achieving tangible results.

Each police station will have a Mission Shakti centre that works in close coordination with “one-stop centres,” legal aid authorities, probation officers, social welfare institutions, and family courts to extend holistic support to women. Administrative oversight will be maintained by high-level police officials such as district Police Commissioners and zonal Additional Director Generals, who will conduct regular inspections, establish training programmes through the Karmayogi portal, and monitor implementation with quarterly reviews.

The campaign also integrates initiatives such as women-specific helplines and self-reliance schemes to deepen impact.

The Logical Indian’s Perspective

Mission Shakti centres mark a significant stride in institutionalising gender-sensitive policing and victim support in Uttar Pradesh. By combining dedicated enforcement units with counselling and rehabilitation, the initiative underscores a humane approach to tackling crimes against women.

This aligns with The Logical Indian’s commitment to fostering empathy, dignity, and empowerment through policy and practice. Yet, the success of these centres hinges not only on policy directives but also on continued transparency, community engagement, and accountability to ensure these centres become safe havens rather than mere bureaucratic entities.
