Godambewadi No. 1, a small village in the Mulshi taluka of Pune district, has earned the historic distinction of becoming India’s first “Constitutional Village.”
This milestone, achieved through a sustained campaign culminating in late 2024 and 2025, was driven by the “Ghar Ghar Samvidhan” (Constitution in Every Home) initiative.
Spearheaded by Zilla Parishad school teacher and Constitution Ambassador Vijay Vadverao, the movement ensured that every household received a copy of the Indian Constitution.
The project focused on transforming the legal document into a living guide, fostering a deep rooted understanding of fundamental rights and duties among the rural population to strengthen grassroots democracy.

The journey towards this unique recognition began on 26 November 2024, coinciding with national Constitution Day and the 75th anniversary of the adoption of the Indian Constitution.
Godambewadi, a settlement of nearly 200 households, became the epicenter of a grassroots revolution aimed at bridging the gap between legal text and public awareness.
Vijay Vadverao, along with his students and local volunteers, conducted door to door visits to engage families in dialogues about the Preamble and the democratic values that govern the nation.
This effort aligned with the Maharashtra government’s broader “Ghar Ghar Samvidhan” campaign, which has since expanded to schools, colleges, and over 2.5 lakh Gram Panchayats across the state.
Empowering Citizens
The success of Godambewadi No. 1 is reflected in a tangible shift in how residents perceive their role in a democracy, moving beyond treating the Constitution as an abstract set of laws.
“Our aim was to ensure that every citizen, regardless of their educational background, knows the powers they hold,” Vadverao told media.
Official reports from the Ministry of Law and Justice highlight that this model has paved the way for larger national drives like “Hamara Samvidhan – Hamara Swabhiman,” which has already engaged over one crore citizens across India.
By simplifying constitutional ideas through community engagement and local workshops, Godambewadi now serves as a national blueprint for decentralising legal literacy from urban courts to the most remote rural courtyards.
