Goa’s government intensified its crackdown on the Romeo Lane nightclub chain, arresting five managers and issuing lookout notices against absconding owners Saurabh and Gaurav Luthra. The tragedy exposed severe lapses in fire safety, licensing irregularities, and regulatory enforcement failures.

The fire broke out late Sunday night during a crowded Bollywood-themed event attended by approximately 200 patrons. Firecrackers set off as part of a belly dance performance ignited highly flammable ceiling materials, quickly turning the first floor into an inferno.

Panic ensued as people rushed to escape, but the club’s poor safety design characterised by a single narrow exit, locked basement doors, and absence of fire extinguishers trapped many inside. Most victims succumbed to suffocation, with bodies found on ground and basement levels.

Emergency responders faced challenges reaching victims promptly due to the club layout and delayed alarms. Eyewitnesses described harrowing scenes of chaos, screams, and attempts to break glass and doors for escape. Several injured were rushed to Panaji hospitals; some remain in critical condition.

The gravity of the tragedy reverberated nationwide. Goa Chief Minister Pramod Sawant, addressing the media, condemned the “criminal negligence” behind the fire and assured that strict action would follow. He announced the registration of FIRs against owners, partners, and event organisers, signalling a no-tolerance stance on safety violations.

The government constituted a high-level committee tasked with detailed investigations and safety audits of all nightlife establishments. Moreover, other Romeo Lane outlets, including a venue at Vagator, were promptly sealed over safety violations.

The state police issued lookout notices for the owners, Saurabh and Gaurav Luthra, who remain absconding. Five managers were arrested; the latest, manager Bharat, was detained in Delhi, marking significant progress in enforcement efforts.

The Romeo Lane group had faced prior complaints about failing to adhere to safety laws and licensing requirements. Despite multiple inspections and warnings, club owners continued risky operations amid Goa’s booming tourist season.

Local administrative officials, including Sarpanch Roshan Redkar, were detained as investigations revealed systemic lapses enabling such disasters.

The tragedy has sparked public outcry and intensified scrutiny over oversight by fire departments and municipal bodies. Experts warn that without rigorous enforcement and transparent licensing standards, such preventable tragedies will recur not only in Goa but across India’s vibrant nightlife circuits.
