US Arrests Indian-American Foreign Policy Expert Ashley Tellis for Retaining Classified Documents, Meeting Chinese Officials

Ashley Tellis faces federal charges for unlawful possession of classified documents and meetings with Chinese officials.

Ashley J. Tellis, a naturalised American of Indian origin and a seasoned foreign policy expert, was arrested on October 11, 2025, in Vienna, Virginia. He is charged with unlawfully retaining over 1,000 pages of classified US national defence information and engaging in multiple unauthorized meetings with Chinese officials over recent years.

Tellis faced charges under the Espionage Act, with prosecutors warning his actions posed a “grave risk” to national security. Officials confirmed the discovery of classified documents marked “Top Secret” and “Secret” at his residence, and video surveillance showed him accessing, printing, and concealing classified materials from Department of Defense and State Department facilities.

Tellis denies wrongdoing and his legal team has claimed cooperation, while US government officials stress the seriousness of the allegations and their commitment to securing national secrets.

Allegations and Evidence

Federal investigations detailed in a court affidavit revealed that on several occasions in September and October 2025, Tellis printed classified documents related to US Air Force tactics and military aircraft capabilities, renaming and deleting files afterwards to hide unauthorized access.

Surveillance footage captured him concealing secret papers inside notepads and storing them in a briefcase as he left secure government buildings. The subsequent search of Tellis’s home uncovered filing cabinets and trash bags filled with over a thousand pages of sensitive government documents. Separate court records also describe multiple meetings between Tellis and Chinese government officials in Virginia from 2022 to 2025, including one instance where Tellis handed over a manila envelope and another in which he received a red gift bag.

Prosecutors are investigating whether any classified information was exchanged during these contacts. U.S. Attorney Lindsey Halligan described the charges as a major threat to public safety and national security.

Ashley Tellis: From Strategic Advisor to Defendant

Tellis, 64, is a highly regarded figure in US national security and foreign policy circles, especially on South Asian affairs and Indo-US relations. Born in Mumbai, India, he naturalised as a US citizen and contributed to landmark diplomatic efforts including the 2005 Indo-US civil nuclear deal.

He held a Top Secret security clearance granting him access to Sensitive Compartmented Information and worked as a Pentagon contractor and unpaid senior adviser at the State Department. He has also been a senior fellow at the Carnegie Endowment for International Peace, a respected think tank.

His arrest has sent waves through Washington’s policy community and Indian diplomatic observers, who have expressed cautious concern while awaiting further details. Both the State Department and Pentagon have declined extensive comment pending ongoing legal proceedings.
