Many vehicle owners are been fined by the city traffic policemen for fictitious rules. The motorists are being asked to use IND number plates, failing to do so would attract fine of Rs 100 to Rs 200.
One of such case is that of a Bengaluru resident who was fined by the traffic police inspector attached to the Upparpet Police Station, Bengaluru, since his vehicle did not have the IND number plate, on March 5.

On demanding an official document which states that mandatory use of IND number, the officials at the said Traffic Police Station failed to do so. Inspite of the previous notification from the government declaring IND number plates non-mandatory, the personnel insisted that the IND number plates were mandatory.
An RTI was filed by him which was addressed to ACP, Traffic Planning and Transport Commissioner, Government of Karnataka, seeking the information of the use of IND number plates and whether only general public is held for such “violation” or even the Government vehicles are liable to get fined. Apart from the information on IND number plates, it also seeks information on the use of sticker number plates under the RULE 50 OF Central Motor Vehicles(CMV) Rules,1989.
Response to the RTI application is still awaited.

Announcement made regarding IND number plate
The IND number plates have the letters “IND” inscribed on the left side of the observer in a light shade of blue. Apart from this, these High-security Number Plates also have a patented chromium hologram, a laser numbering containing the alpha-numeric identification of the testing agency and that of the manufacturer. It also bears an inscription “India”, at an angle of 45 degrees.
In October last year, the Transport Minister of Karnataka, HM Revanna had refuted reports which alleged that the state government is planning to make the high-security number plates or IND number plates mandatory for all the vehicles. He also added that the government is yet to take a decision on this issue.Revanna said. “The Supreme Court has ruled that high-security number plates should be made a must but modalities for their implementation haven’t been worked out. There is no proposal before the government at the moment to clear the project or give it to any company.”
If the IND number plates are made mandatory, in Bengaluru alone about 4.5 million two-wheelers and an equal number of other vehicles will be affected.
