On the evening of 21st September, around 7 PM, a 30-year-old woman was taking a stroll near Kailash hills in Delhi when she was pulled and harassed by an unidentified man, who later attempted to rape her. A tussle followed, and the woman managed to escape his clutches. Failing to put up with her resistance, the man pushed her aside and escaped, when the woman, a lawyer, managed to click his picture and take a video. Armed with the evidence, she went to the Amar Colony Police Station hoping to file an FIR, where actually the second part of her ordeal began. Through a Facebook post, she has alleged that the police authorities ignored her and were unwilling to register a written diary, and only did so after a lot of delays. The police officers were spending time in leisure and were insensitive to her situation. Later, when she accompanied the police in inspecting the incident spot, the accused was found standing there. Though he was taken to the police station immediately, no arrest was made until it was as late as 2 AM. She has alleged that the police officials took action only after she raised her voice in frustration. Adding to her woes, allegedly her arrest memo was changed the following day, and her signatures were missing from all the documents. The accused was arrested much later and identified as Amar Singh from Bahraich in Uttar Pradesh, as per Hindustan Times report.

PS – AMAR COLONY.
I reached the police station, went to the women cell, sat and told them. I said I want an FIR and a medical report. I was left alone and at 846 a sub-inspector gave me a white sheet to write a complaint. I said I want a diary entry. I didn’t get one. I was told I will have to wait for a medical report. We went to the park for the incident location inspection and to make the site plan. The park gate was locked. The guards were questioned; the guards told them that this was a menace they had complained about but nothing was done. I insisted that the police officer accompanies me inside the park where the incident happened, to understand how much he dragged me. Didn’t do it. HE HAS TO FUCKING DO IT. He then told the guards who told another guard to get the key. The key came by and then we opened the gate and WOW, that man was standing there, 5 steps ahead. THE MAN WHO TRIED TO RAPE ME WAS STANDING THERE. I shouted and we caught hold of him. HE FUCKING CAME BACK TO DO THIS TO SOMEONE ELSE. He was taken to the police station but not officially arrested.

He was kept in a room where he continuously stared. I kept asking the officers for my medical. We reached AIIMS at 10ish WITHOUT AN FIR OR RECORD OF MY COMPLAINT.

I got free from there at 1130 cause everything in India does not work properly. We reached the station and NOTHING. MY FRIEND JOINED ME OUTSIDE AIIMS. THE POLICE OFFICER COULD NOT WAIT 5 MINUTES FOR HIM TO ARRIVE AND COME IN THE POLICE JEEP WITH US TO THE STATION. The woman officer who should be on duty is calling the other woman officer with me to take my statement over phone cause she was on duty but not on duty. Filed a complaint on that and it is attached.
12:40 AM AND NOTHING. I AM SITTING AT THE STATION LOOKING AT FACES. The officer who should be on duty is eating dinner. I hadn’t had water or dinner. Wasn’t offered any either. I wasn’t offered a room to sit. Nothing. I was outside and nothing happening. The officer was busy eating and strolling and not in uniform. I walked to the SHO room upstairs and told him that nothing has happened. I have the recording of the conversation. Shameful though. He instructed them to file an FIR AND GUIDED THEM TO MAKE AN ARREST MEMO AND FILE A DIARY ENTRY (BACKDATED). His reason was that the sub-inspector didn’t know much as he just came back from probation. The 7 others also couldn’t guide him, I wondered.
I was given a blank arrest MEMO to sign. I refused. I put a date on the diary entry, the correct time when it was entered. AT 1.27 I WENT TO THE SHO AGAIN ASKING FOR AN FIR. NOTHING. I WAS GIVEN A COPY OF THE COMPLAINT WITH A NO. Of the FIR. THEY SAID THEY COULDNT FILE IT YET BUT they would file it… They said. As I was a lawyer, I knew the procedure. I executed the arrest memo and signed the site plan at 1.50ish am. How to get and what to get done. How would any other normal person know that?
2 am nothing. Got a photocopy with shit done after I told the SHO I won’t go without an FIR.
