The Manipur government has imposed a five-day suspension of internet and mobile data services—including VSAT and VPN—in five key districts: Imphal West, Imphal East, Thoubal, Kakching, and Bishnupur, starting from late night on June 7, 2025.
This drastic measure follows violent protests triggered by the arrest of Meitei leader Asem Kanan Singh by the Central Bureau of Investigation (CBI) at Imphal airport. Singh, a prominent figure of the Meitei group Arambai Tenggol, was taken to Guwahati for further investigation into his alleged involvement in the 2023 Manipur ethnic violence.
The government also imposed prohibitory orders and curfews to curb unrest, citing the misuse of social media to spread misinformation and incite violence. Officials have appealed for calm, while the situation remains fragile with ongoing demonstrations and heightened security presence.
Clampdown on Communication to Curb Violence
The government’s decision to suspend internet and mobile data services was announced through an official order by Commissioner-cum-Secretary (Home), N Ashok Kumar. The order explicitly mentioned the use of social media platforms to circulate inflammatory messages, hate speech, and bulk communications aimed at mobilising mobs and exacerbating communal tensions.
These restrictions cover all forms of electronic communication, including Virtual Private Networks (VPNs) and Very Small Aperture Terminal (VSAT) services, reflecting the seriousness of the threat perceived by authorities. However, exemptions have been granted for essential services such as healthcare providers, media personnel, and public utilities to ensure critical operations continue uninterrupted.
Security forces have been deployed in large numbers across the affected districts, and curfews have been enforced to prevent further clashes. Governor Ajay Kumar Bhalla, during a security review meeting, assured elected representatives that the administration is committed to restoring peace and addressing the root causes of the unrest.
Arrest of Asem Kanan Singh and Rising Unrest
The trigger for the current unrest was the arrest of Asem Kanan Singh, a former police head constable and leader of the Arambai Tenggol, who has been accused by the CBI of involvement in multiple criminal activities linked to the ethnic violence that rocked Manipur in 2023.
Singh’s detention at Imphal airport on June 7 was part of a broader investigation into the violence that claimed over 260 lives and displaced tens of thousands. Following his arrest, violent protests erupted across the Imphal Valley, with demonstrators blocking roads, setting fires, and clashing with security forces. Reports also emerged of attempts at self-immolation by some protesters, highlighting the depth of anger and despair.
The Arambai Tenggol announced a 10-day shutdown, further disrupting daily life. The CBI has transferred Singh to Guwahati for enhanced security and to facilitate the ongoing judicial process. Officials stressed that these measures, though severe, are essential to contain the situation and prevent further bloodshed.
