No Decision Yet on Nationwide Satellite-based Tolling System Rollout from May 1: Government Clarifies

The government clarified that the satellite-based tolling system will not replace FASTag nationwide from May 1, with only pilot trials planned at select locations.

The Ministry of Road Transport and Highways has clarified that reports of a nationwide satellite-based tolling system replacing FASTag from May 1, 2025, are inaccurate. The government confirmed that the existing FASTag framework will continue, with a limited pilot of an upgraded ‘Barrier-Less Tolling System’ using ANPR (Automatic Number Plate Recognition) and RFID technology at select toll plazas. Officials stressed that any decision on broader implementation will depend on the pilot’s success, technical readiness, and stakeholder feedback.

Government Clarifies Tolling System Plans Amid Speculation

Recent media reports suggesting an immediate shift to satellite-based tolling prompted the ministry to issue a clarification, emphasising that no such rollout is planned. Instead, the proposed hybrid ANPR-FASTag system will be tested at specific locations to evaluate its efficiency in automating toll deductions without requiring vehicles to stop. The system combines ANPR cameras—which capture vehicle registration details—with existing FASTag RFID technology to enable seamless transactions.

Authorities highlighted that non-compliant vehicles, such as those without valid FASTags, may receive e-notices or penalties during the pilot phase. The ministry reiterated that FASTag, which currently covers over 98% of toll transactions, remains the primary mechanism for toll collection nationwide.

From FASTag to Barrier-Less Tolling: A Phased Transition

The push for advanced tolling systems follows FASTag’s success in reducing congestion and manual errors since its mandatory implementation in 2021. While satellite-based tolling using GPS or India’s indigenous NavIC navigation system has been discussed for years, delays in infrastructure upgrades and the need for robust enforcement mechanisms have slowed progress.

The new ANPR-FASTag pilot aims to address gaps such as inconsistent lane discipline and occasional RFID signal failures at toll plazas. Officials noted that the hybrid system could serve as a bridge toward future GNSS (Global Navigation Satellite System)-based tolling, which would require vehicles to install advanced tracking devices. However, concerns about privacy, cost, and equitable access for commercial and rural users remain unresolved.

The government’s measured approach to tolling reforms reflects a commendable balance between innovation and public welfare. By prioritising pilot projects and transparency, authorities are fostering trust and minimising disruption for millions of daily commuters. However, as India moves toward smarter infrastructure, inclusive policies must ensure that marginalised groups—such as small truck operators and rural travellers—are not burdened by costly upgrades or invasive surveillance.
