A 51-year-old Pune resident, Vijay Bhalerao, was arrested at Mumbai’s Chhatrapati Shivaji Maharaj International Airport (CSMIA) on Monday morning (as per updated timelines) after immigration officials discovered deliberately torn passport pages during a routine post-arrival check.

Authorities revealed that Bhalerao had made four trips to Bangkok in 2024 and recently returned from Indonesia. He admitted to removing pages 17/18 and 21-26—which contained Thailand immigration stamps—to conceal his travels from his family.

The Sahar police have charged him under Section 12(1B) of the Passports Act, 1967 (for willful damage) and Bharatiya Nyay Sanhita (BNS) Section 318(4) (for fraudulently inducing deceit), with investigations ongoing to determine if his frequent travels involved undisclosed activities.

Immigration Officials Expose Deliberate Passport Tampering

Bhalerao was intercepted during a post-arrival immigration check after returning from Indonesia. Assistant Immigration Officer Rajiv Kumar, who filed the initial complaint, noticed the missing pages and flagged the discrepancy.

Senior officials, including Vilas Vadnere and Vijay Kumar Yadav, conducted sustained questioning, during which Bhalerao confessed to tearing the pages. “The stamps on the missing pages corresponded to his four Bangkok trips in 2024. He claimed family tensions led him to hide his travels,” a Sahar police spokesperson stated. Officials confirmed the passport damage was premeditated, with no signs of accidental tearing.

Legal Framework and Broader Implications

The Passports Act, 1967, penalizes willful damage to travel documents with fines or imprisonment up to three years. BNS Section 318(4), which replaces IPC Section 420, broadly covers “deceitful acts to induce delivery of property or consent,” even if no financial fraud is proven.

“The charge applies here because Bhalerao’s tampering deceived immigration authorities about his travel history,” explained a legal officer.

The Sahar police are also investigating whether his frequent Bangkok visits involved undisclosed financial transactions, illegal employment, or other activities that necessitated concealment. No accomplices have been identified yet, but officials are reviewing his travel records and financial statements.

The Logical Indian’s Perspective

This case highlights the intersection of personal desperation and systemic accountability. While Bhalerao’s actions violate legal norms, they also reflect deeper societal pressures—such as familial expectations or financial stress—that drive individuals to extreme measures.

It is crucial to address such dilemmas through empathetic frameworks, such as community counselling or financial literacy programs, to reduce the stigma around personal struggles. At the same time, robust checks like those at CSMIA underscore the importance of transparency in cross-border travel.
