Bihar Chief Minister Samrat Choudhary’s remarks about the viral video of the Jamui incident have triggered a political debate over police action, women’s safety and the administration’s handling of the case.
The incident took place on September 19, when two Class 10 students, a boy and a girl, were allegedly stopped and harassed by a group of youths while returning from coaching classes in Jamui. A video of the incident was recorded and later circulated widely online, helping investigators identify suspects.
Police have since arrested five of the seven accused identified in the case, including alleged key accused Nandan Yadav, who was injured in a police encounter, while three juveniles were also detained.
Speaking at a government programme in Patna on September 22, Choudhary referred to the trend of making “reels” and said the accused might not have been caught had they not recorded the incident.
Opposition leader Tejashwi Yadav criticised the government and demanded accountability, while the ruling NDA defended the police response.
Meanwhile, the National Commission for Women (NCW) sought a time-bound investigation and action-taken report from the Bihar DGP. Police have also registered a case against around 120 social-media profile holders for circulating material that revealed the minor victim’s identity.
What Happened In Jamui
According to police and media reports, the incident occurred on September 19 when the two minor students were returning after attending coaching classes. The pair were allegedly stopped by a group of youths in the Madwa Pahar area along the Jamui-Lakhisarai route.
The teenagers were allegedly subjected to harassment and assault, while the incident was recorded on camera and subsequently shared online. Police formed a Special Investigation Team (SIT) and began identifying those visible in the footage.
Jamui Superintendent of Police Vishwajeet Dayal said investigators had identified around seven perpetrators and appealed to the public not to share the video because it revealed the identity of a minor victim.
“I would like to appeal to the public to be considerate of the minor victim and refrain from making such videos viral,” Dayal said. Police also registered an FIR against around 120 social-media profile holders under relevant provisions, citing the disclosure of the minor’s identity. The police said the video had been removed from 132 accounts and that efforts were underway to prevent its further circulation.
‘Reel’ Remark Triggers Political Row
The controversy intensified after Samrat Choudhary spoke about the incident while discussing what he described as the growing culture of “reel heroes”. Referring to the arrest of the accused, he questioned whether they would have been caught had they not recorded the incident.
He also warned criminals against challenging the police and stressed his government’s commitment to “sushasan”, or good governance. His comments were widely circulated on social media and became the focus of criticism from opposition leaders.
Tejashwi Yadav, Leader of the Opposition in the Bihar Assembly, called the incident shameful and questioned the state government’s handling of women’s safety, while demanding Choudhary’s resignation. The ruling alliance, however, defended the police response.
JD(U) national president Rajiv Ranjan Singh said individual incidents could occur but argued that the police had taken appropriate action and that Bihar’s law-and-order situation should not be judged on the basis of one incident.
BJP spokesperson Neeraj Kumar Sharma also defended the police, saying the force acted proactively and began investigating without waiting for a formal complaint from the victims.
NCW Seeks Time-Bound Probe
The case has also drawn the attention of the National Commission for Women, which took suo motu cognisance after the video surfaced online. NCW Chairperson Vijaya Rahatkar wrote to Bihar DGP Preeti Verma seeking action against those involved, identification and arrest of the accused, and a time-bound and impartial investigation.
The Commission also sought protection, legal assistance and psychological counselling for the victims, with the Bihar DGP asked to submit an action-taken report. Police subsequently arrested alleged key accused Nandan Yadav and another accused during an operation on September 22.
Police said one of the accused opened fire during the operation, following which retaliatory firing injured him in the leg. With those arrests, five of the seven identified accused had been held, according to police reports.
The parallel action against social-media accounts has also highlighted the importance of protecting the privacy of minors, particularly when sensitive footage becomes viral.
The Logical Indian’s Perspective
The Jamui incident raises questions that go beyond one viral video or one political statement. When a minor is allegedly subjected to harassment, the priority must remain the safety, dignity, privacy and recovery of the victim, alongside a fair investigation and due process for the accused. A video may help investigators establish what happened, but its circulation can also expose a vulnerable child to further harm.
The response from authorities, therefore, must extend beyond arrests to protecting the victims, preventing further sharing of sensitive material and ensuring that the investigation is transparent and time-bound. Political debate over law and order is part of public accountability, but such discussions should not overshadow the people at the centre of the case.
