Tata Consultancy Services (TCS) has won a ₹122.6-crore bid from the Odisha government to implement the next phase of the state’s digital governance platform, Odisha State Workflow Automation System (OSWAS) 3.0.
The project will extend TCS’ partnership with the state by around six years and upgrade the system used for digital file processing, electronic approvals and workflow tracking across government offices.
TCS To Implement OSWAS 3.0
TCS said on September 8 that OSWAS 3.0 will be powered by its DigiBOLT platform. The system will bring workflow automation, integration, analytics, security and AI-enabled capabilities onto a common digital foundation.
The company said the upgraded platform will provide government departments with a unified digital workplace. It will support digital file processing, electronic approvals, real-time tracking and easier access to records.
The contract value is ₹122.6 crore. TCS described the partnership extension as being for around six years. The company did not describe the deal as a simple software supply contract, but as the next phase of the existing OSWAS system.
OSWAS Already Has Wide Reach
OSWAS has been in use in Odisha since 2009, when TCS introduced the system to digitise file processing and official correspondence within the state Secretariat.
TCS said the current system supports more than 4,600 government offices and nearly 50,000 users across Odisha. The company said OSWAS has helped replace paper-based filing and manual follow-ups with digital processes involving file movement, approvals, tracking and access to records.
The system was expanded through OSWAS 2.0 in 2018. According to TCS, that version brought a technology refresh, stronger infrastructure and a wider rollout across directorates, districts and corporations.
New Platform Adds AI
OSWAS 3.0 will use a microservices-based architecture and include AI-enabled capabilities, enhanced security, interoperability and web accessibility, TCS said.
The new system is also being designed with a mobile-first approach. It will support the Odia language and integrate with other government applications. The stated aim is to make the platform more accessible while allowing government officials to work with digital files and workflows from different locations.
An earlier Odisha government tender for OSWAS 3.0 had envisaged a single statewide digital workplace covering gram panchayat, block and tehsil-level offices, along with other offices of line departments. The tender also specified support for more than 30,000 users and use through mobile and portable devices.
TCS Has Multiple Odisha Projects
OSWAS is part of TCS’ broader technology work with the Odisha government. The company said its projects in the state include the Odisha Birth and Death Registration System, digital solutions supporting Mission Shakti’s Women Self Help Group interest-subvention processes, the Integrated Financial Management System and OSWAS.
TCS also supports the Odisha Judicial Workflow Automation System for the High Court of Orissa, according to the company.
The latest contract continues that relationship as Odisha moves to the third version of its state-wide workflow automation system.
