Uttar Pradesh Chief Minister Yogi Adityanath on September 2 launched the Uttar Pradesh Outsource Service Corporation (UPCOS), a state-level initiative aimed at bringing recruitment, salary payments, social security and grievance redressal for outsourced government workers under one transparent digital system. The move is expected to directly benefit more than 3.5 lakh outsourced employees, while the government estimates that 17–20 lakh people, including their families, could benefit.
Under UPCOS, salaries are to be credited directly into workers’ bank accounts between the 1st and 5th of every month, while EPF and ESI contributions will be monitored. The system also seeks to prevent salary deductions by outsourcing agencies, curb arbitrary termination and reduce the role of middlemen. The government says the initiative will give workers greater dignity and security, while employees have welcomed it as a step towards transparency and financial stability.
Digital System For Pay, Protection And Accountability
UPCOS will connect government departments, outsourcing agencies and workers through a centralised portal where employees can view their service records, attendance, payments and statutory benefits, as well as register and track grievances. The government has said agencies will not be permitted to deduct service charges from workers’ salaries; instead, the government will pay the agencies their service charges separately. Workers’ EPF and ESI contributions are also to be deposited regularly.
The framework provides for recruitment based on qualifications, merit and applicable reservation rules, while outsourcing agencies will be subject to greater monitoring. Another significant provision is protection against arbitrary dismissal: agencies cannot simply remove a worker without informing the concerned government department and following an inquiry process. The initiative also includes accident insurance of ₹20 lakh to ₹40 lakh, depending on the worker category, through an arrangement with the State Bank of India.
Three Camps’ To One Accountable Platform
Speaking at the launch in Lucknow, Adityanath said outsourced workers had earlier been caught between government departments, private agencies and themselves, with no clear avenue for addressing concerns about wages, social security or employment. In practice, this often meant that workers had to approach multiple authorities when salaries were delayed, deductions were disputed or employment-related grievances went unresolved. He said the new system was intended to replace this uncertainty with a single institutional mechanism that would make recruitment, payments, compliance and grievance redressal more transparent.
“The relationship between the government and an employee is not just about salary, but about trust,” the Chief Minister said, stressing that workers should receive respect corresponding to their contribution. He also alleged that before 2017, outsourcing agencies linked to political interests had exploited workers, describing outsourced employees as an “asset” rather than a “burden”. The new framework, he said, was designed to reduce the role of intermediaries and ensure that workers were not left dependent on private agencies for basic information about their wages, benefits or employment status.
Workers have largely welcomed the new framework, particularly its promise of timely payments, EPF, ESI, insurance and an online grievance system. The proposed digital structure could also make it easier to track salary payments, verify social-security contributions and hold agencies accountable when they fail to meet their obligations. However, the effectiveness of the system will ultimately depend on how consistently departments and service providers implement these safeguards on the ground. The government says the wider benefits could reach millions of family members whose household finances depend on outsourced employment.
The Logical Indian’s Perspective
Outsourced workers keep essential public services running but often face delayed wages, deductions, limited benefits and job insecurity. UPCOS is a welcome step if it ensures transparent recruitment, timely salaries, EPF, ESI, insurance and accessible grievance redressal. It could also reduce middlemen and make agencies more accountable. However, its success will depend on implementation. Workers must receive their full wages on time, with clear deductions and active social-security benefits.
Complaints should be resolved within fixed timelines without affecting employment. Digital systems must remain accessible through helplines, facilitation centres and offline support. Independent audits, worker consultations and public performance reports can help ensure accountability. Outsourced workers are essential to public services and deserve fair wages, social security, safe conditions and protection from arbitrary termination. Can UPCOS deliver these promises on the ground?
