Political commentator Tehseen Poonawalla on Saturday claimed that he had been placed under house arrest by the Delhi Police at his residence in Greater Kailash, Delhi, ahead of his proposed solo march and indefinite hunger strike against the Centre’s E20 ethanol-blended fuel policy.
Poonawalla alleged that police personnel prevented him from leaving his home without issuing any written detention or house arrest order, calling the move an infringement of his constitutional right to peaceful protest. Videos shared by him on social media purportedly showed police officers stationed outside his residence, while officials were heard telling him that allowing the protest could create a law-and-order situation.
As of the latest reports, Delhi Police has not released an official statement specifically responding to Poonawalla’s allegations, although officers seen in the videos maintained that their actions were aimed at preventing a possible public order issue.
Poonawalla Alleges Curbs on Peaceful Protest
The incident unfolded on Saturday morning when Poonawalla was preparing to leave his residence to begin a planned march against the E20 fuel policy before commencing a hunger strike. According to the political commentator, several police personnel gathered outside his home and stopped him from stepping out, despite, he claimed, there being no written order authorising such restrictions. Sharing multiple videos on social media, Poonawalla questioned the legality of the action and repeatedly asked officers to provide the legal basis for preventing his movement.
In one of the videos, he alleged that he was being treated “almost as if I am a terrorist” despite announcing a peaceful and democratic protest. He argued that every citizen has the constitutional right to dissent peacefully and accused the authorities of suppressing legitimate criticism of a government policy. Responding to his questions, a police officer can be heard stating that the proposed demonstration could lead to a law-and-order problem and requested his cooperation. The officer maintained that the action was preventive in nature rather than punitive.
The episode has since triggered fresh debate on social media, with supporters describing the alleged restrictions as an attack on democratic freedoms, while others argued that authorities are empowered to take preventive measures if they anticipate disruptions to public order. The contrasting reactions reflect the continuing public conversation around the balance between civil liberties and administrative responsibilities.
E20 Fuel Policy Remains
Poonawalla’s proposed protest is part of his ongoing campaign against the nationwide rollout of E20 petrol, which contains 20 per cent ethanol blended with conventional petrol. He has argued that consumers deserve greater transparency and choice, claiming that many vehicle owners remain concerned about the compatibility of higher ethanol blends with older vehicles and potential impacts on fuel efficiency, maintenance costs and long-term engine performance.
The Union government, however, has consistently defended the E20 programme as a significant step towards reducing India’s dependence on imported crude oil and strengthening energy security. Officials have maintained that expanding ethanol blending will help lower carbon emissions, improve farmers’ incomes by creating additional demand for agricultural produce used in ethanol production, and reduce the country’s fuel import bill.
Union Petroleum and Natural Gas Minister Hardeep Singh Puri has previously rejected claims that the policy causes substantial vehicle damage or major reductions in mileage. He has stated that any marginal decrease in fuel efficiency is outweighed by the environmental and economic benefits of increased ethanol blending and has emphasised that the programme aligns with India’s broader clean energy transition goals. Government agencies have also highlighted that automobile manufacturers have been preparing for higher ethanol blends by introducing compatible vehicle models.
Despite these assurances, concerns raised by sections of motorists and consumer groups have continued to fuel public debate, with critics calling for more comprehensive studies, clearer consumer communication and the availability of alternative fuel options for owners of older vehicles.

A vibrant democracy depends on both the freedom to peacefully express dissent and the responsibility of public authorities to maintain law and order. When citizens allege restrictions on their liberty, transparency from authorities becomes essential to maintain public trust. Equally, protests that challenge government policies are most effective when they remain peaceful, lawful and focused on constructive engagement rather than confrontation.
The debate over the E20 fuel policy extends beyond politics. It raises important questions about environmental sustainability, consumer rights, scientific evidence and the need for informed public participation in policymaking. As India pursues ambitious climate and energy goals, governments, experts, industry stakeholders and citizens all have a role in ensuring that policies are both effective and widely understood.
Greater dialogue, clear communication and evidence-based discussions can help bridge differences far more effectively than confrontation. Whether one supports or opposes the E20 policy, protecting democratic values while encouraging respectful debate remains in everyone’s interest.
