HCLTech announced on July 24 that it plans to establish its first AI Data Center at the upcoming Odisha Sovereign AI Park, with a planned capital outlay of ₹14,257 crore, including financial assistance from the Odisha government.

The project is being developed in partnership with Sarvam and the Government of Odisha. Reuters also reported the planned investment and partnership.

The announcement follows HCLTech’s July 13 decision to invest up to ₹3,500 crore in AI data centres as part of its full-stack AI strategy. The company said this infrastructure could eventually scale to 50 MW of capacity.

The two announcements should not automatically be added together. HCLTech has not publicly clarified whether the ₹14,257 crore Odisha project is entirely separate from, or partly included within, the earlier ₹3,500 crore commitment.

The safer conclusion is that HCLTech is expanding its focus from traditional IT services towards the infrastructure, computing and AI capabilities required to support enterprise adoption.

That represents a strategic change in an industry where Indian companies have historically competed primarily on software engineering and outsourcing expertise.

Sovereign AI Drives Demand

The partnership with Sarvam is central to the project’s proposition. HCLTech says the data centre will combine its full-stack AI capabilities with Sarvam’s foundation models to develop sector-specific AI applications for government and private enterprises.

The focus on sovereign AI is particularly relevant as organisations increasingly examine where sensitive data is stored and where AI workloads are processed. For governments and regulated industries, domestic infrastructure can offer greater control over data and computing environments.

Sarvam’s involvement also gives HCLTech a connection to India’s domestic foundation-model ecosystem. In June 2026, HCLTech invested $150 million for a 10.5% stake in Sarvam AI, according to Reuters. The investment provides a direct strategic link between HCLTech’s infrastructure ambitions and an Indian AI model developer.

The potential business opportunity lies in combining those layers. Instead of simply providing IT services to companies using AI, HCLTech is positioning itself to participate in the infrastructure and model ecosystem supporting those applications.

Policy Push Meets Private Capital

The move also fits into India’s broader attempt to build domestic AI capacity.

In March 2024, the Union Cabinet approved the IndiaAI Mission with an outlay of ₹10,371.92 crore. The programme includes a public-private approach to building AI computing infrastructure and plans to facilitate access to more than 10,000 GPUs.

HCLTech’s Odisha project is not a direct component of the IndiaAI Mission based on the information currently available. However, the broader policy direction is similar: increasing access to domestic computing infrastructure while encouraging the development of Indian AI capabilities.

This matters because AI development requires significantly more than software talent. Training and running advanced models demands specialised computing infrastructure, high-performance chips, reliable electricity, cooling systems and high-speed connectivity. As demand grows, the location and ownership of that infrastructure become increasingly strategic.

Odisha Targets Technology Growth

For Odisha, the project is part of a wider technology push rather than simply a data centre investment.

HCLTech has separately signed an agreement with the Odisha government to establish a Global Technology Center in Bhubaneswar. The facility is expected to house 5,000 people and begin operations by 2028.

The distinction is important. The 5,000-person figure relates to the proposed Global Technology Center, not to direct employment at the AI data centre. Data centres are generally capital-intensive infrastructure projects and do not necessarily generate employment at the same scale as large technology campuses.

The technology centre, however, could have a wider economic impact by creating demand for skilled professionals and strengthening links between HCLTech, educational institutions and the state’s technology ecosystem.

For Odisha, the opportunity is therefore to capture both infrastructure investment and higher-value technology work.

India’s AI Infrastructure Race

HCLTech’s strategy comes as Indian technology companies seek a larger role in the AI economy. The company’s $150 million investment in Sarvam and its move into AI data centres suggest an attempt to build capabilities across multiple layers of the technology stack.

The larger question is whether these investments can translate into commercially viable AI services and sustained domestic innovation. Building infrastructure is only the first step. The economics will depend on utilisation, access to advanced computing hardware, power availability and the ability to attract customers that need large-scale AI workloads.

For India, the significance of the Odisha project extends beyond its headline investment figure. It reflects a growing recognition that the AI race will be fought not only through models and applications, but also through the physical infrastructure that makes them possible.

If the project progresses as planned, Odisha could emerge as a meaningful node in that infrastructure network. But its ultimate impact will be measured not by the ₹14,257 crore announcement alone, but by the AI services, businesses and capabilities that the investment eventually enables.
