The Uttarakhand Police has initiated fresh legal and departmental proceedings against suspended constable Sher Singh after his speech at Delhi’s Jantar Mantar during the Cockroach Janta Party (CJP)-led student protests went viral.
In the widely shared video, Sher Singh criticised the government over alleged examination paper leaks, claimed leaked question papers were available at “grocery stores”, announced his support for the CJP and publicly declared that he was resigning from the police force.
However, Uttarakhand Police clarified that Sher Singh had already been suspended before attending the protest and that dismissal proceedings were already underway. Officials described his remarks as “provocative and irresponsible” and said both criminal and departmental aspects of his conduct were being examined.
Police also alleged that Sher Singh had remained absent from duty without authorisation since June 28, 2026, and noted that he is facing an earlier criminal case over alleged links with gangster Praveen Valmiki’s network.
While supporters of the student movement viewed his speech as an act of solidarity with protesting students, the police maintained that his public declaration should not be construed as the resignation of a serving officer because he was no longer on active duty.
Police Explain Action
The controversy unfolded after Sher Singh appeared on stage at Jantar Mantar, where students and activists have been protesting over alleged examination paper leaks and demanding greater accountability in recruitment processes. During his speech, Sher Singh alleged that corruption in recruitment examinations had become so widespread that leaked papers could be found at “grocery stores”.
He then handed over his police insignia to CJP founder Abhijeet Dipke, declared his support for the movement and announced that he was resigning from the Uttarakhand Police. The video spread rapidly across social media, prompting many users to portray it as the resignation of a serving police officer in protest against the government.
Responding to the viral claims, Kumaon Range Inspector General Nivedita Kukreti issued an official clarification stating that Sher Singh had already been suspended before attending the protest. According to the police, the 2009-batch constable, posted in Pithoragarh district, had remained absent from duty without authorisation since June 28, 2026.
After repeated notices allegedly went unanswered, he was suspended on July 20, 2026, and dismissal proceedings were initiated. “The constable was already under suspension and disciplinary proceedings had commenced before his participation in the protest,” officials said, adding that a suspended employee cannot project a voluntary resignation as though they were serving in active duty.
Police further stated that fresh legal and departmental proceedings had been initiated for allegedly making inflammatory and irresponsible public remarks, participating in political activity while disciplinary proceedings were pending and allegedly misrepresenting his employment status. While the exact legal provisions have not been disclosed, officials confirmed that both departmental and criminal inquiries are in progress.

The latest controversy has also renewed attention on an earlier criminal investigation involving Sher Singh. According to Uttarakhand Police, he was arrested in September 2025 for allegedly having links with the criminal network of gangster Praveen Valmiki.
Investigators have alleged that the network was involved in illegal land encroachment, disputed property transactions, intimidation of complainants during court proceedings and unlawful financial gains through land deals.
Sher Singh was later granted bail by the Uttarakhand High Court in November 2025, but police have maintained that departmental dismissal proceedings continued after his release. These allegations remain under judicial consideration and have not resulted in any finding of guilt by a competent court.
The incident also comes against the backdrop of recurring allegations of recruitment examination irregularities in Uttarakhand. Over the past few years, the state has witnessed several controversies involving alleged paper leaks in recruitment examinations, triggering protests by unemployed youth demanding stricter action against examination mafias and greater transparency in recruitment.
Sher Singh’s remarks about leaked papers being available at “grocery stores” appeared to reference these concerns, although Uttarakhand Police rejected his characterisation of the examination system.
